SUMMARY

Reporting directly to the Director of Cyber Security and Network Operations, this role functions as the Technical Design Authority (TDA) for the Westlake Network and Unified Communications (UC) environment. The Manager of Network Operations and UC role is responsible for managing a team of highly-skilled network and telecom professionals providing reliable, secure, and capable data and voice services in support of Westlake Chemical business and manufacturing operations across the enterprise. The scope of the role includes management of the data and voice infrastructure architecture, design, programming, administration, optimizing, project management, oversight of data and voice services provider costs and services, evaluating and deploying new technology, and controlling the cost of network and telecom service delivery.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Responsible for management of all technical initiatives in building and sustaining the existing network and UC environment
  • Assessing and developing long-term operational goals and service levels for data and telecom infrastructure.
  • Developing and maintaining a 5-year Network & UC Plan.
  • Ensuring management of data and telecom services are secure, reliable and performing as needed.
  • Ensuring monitoring and operation of critical services, with a target goal of 99%+ availability during business hours and maintain and coordinate change control and testing processes.
  • Ensuring network infrastructure operational health and incident response is timely and within SLA and establish and report metrics.
  • Working with IT Infrastructure and Information Systems leadership to ensure data and telecom infrastructure is capable of delivering services levels required by IT and IS systems.
  • Overseeing design, architecture and implementation and configuration of relevant network and telecom components per design.
  • Ensuring coordination and response to and resolution of IT incidents and performance issues.
  • Maintain redundant systems, policies, and procedures for disaster recovery to ensure effective protection and integrity of data and telecom infrastructure assets.
  • Conduct research and make recommendations on IT Network and UC products, services, protocols, and standards.
  • Provides leadership to IT managers, supervisors, and/or staff .
  • Supervise and/or provide guidance to lower-level members of the team.
  • Develop a team of highly-skilled network operations and telecom staff.
  • Develops departmental plans, budgets, and business production and/or other organizational priorities.
  • Provide input into functional/departmental strategy.
  • Controls resources and development of policy in their area of responsibility
  • Align closely with Cybersecurity and Infrastructure Managers to drive global enterprise initiatives.
  • Resource management and ensure all cross-functional team members are aligned in training and development.
  • Comply with all Company policies and procedures.
  • Fully supports Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on project teams.
  • Any additional responsibilities or tasks as assigned.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • College diploma or university degree in the field of computer science and/or 15 years of equivalent work experience.
  • Strong understanding of IT operations, theories, principles, practices and monitoring/management tools.
  • Working technical experience with designing, building, installing, configuring and supporting data and telecommunications networks.
  • Workplace Behaviors (Core Competencies).
  • 15 years of networking experience.
  • 10 years of Cisco Unified Communications experience.
  • CCNA & CCIE or relevant Networking experience required.
  • Cisco ISR, Nexus and WAAS support experience.
  • Design, implementation, and support experience of Cisco iWAN, Wireless, Datacenters and next-gen SD-WAN technologies.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
