At Sinai Health, we care, create possibilities and offer hope. We are seeking an experienced telecommunications leader aligned to this purpose with the skills and abilities to assume the system-wide role of Manager, Telecommunications.
Position Summary
The Manager, Telecommunications & End User Computing actively supports the Information Services leadership team and partners with the broader Sinai Health leadership teams as well as employees at all levels to ensure optimized telecommunications and end user computing services and efficiency.
The Manager will provide an enterprise-wide perspective on telecommunications and end user computing infrastructure, services, policies, processes and resources and interpret the impact on investment decisions. They will have a demonstrated ability to develop trust-based relationships with senior management and deliver open and ongoing information to support the Sinai Health operations.
Collaborative Leadership and Strategic Alignment
- Key enabler in driving change initiatives and optimization of service and resource utilization
- Deliver the vision, mission and corresponding annual goals as a key member of the Information Services team
- Develop key performance indicators and reports on the same to support timely updates regarding Telecommunications and End User Computing to senior leadership
- Provide business partners with evidence based insight, leading to sound business decisions
Operations Management
- Lead the development of the annual and multi-year telecommunications and end user computing plan highlighting risks/opportunities and setting out mitigation strategies; manage operational budget
- Ensure consistent and integrated telecommunications and end user computing policies and practices across Sinai Health covering:
- IP and TDM based telephone systems (desk phones, wireless handsets, conference stations, voicemail, auto attendant, contact centres, PSTN/SIP circuits, cabling)
- Mobile devices (WiFi/cellular enabled smartphones, tablets)
- PCs (desktops, laptops, thin clients, and peripherals including workstations on wheels, monitors, webcams, docking stations, bar code scanners, etc.)
- Software (MS Office – Word/Excel/PowerPoint, Visio, Project, Adobe Reader, etc.)
- Printers (multi-function devices, workgroup printers, label printers, etc.)
- Audio visual equipment (projectors, screens, audio equipment, automation/controllers, digital signage, etc.)
- Help Desk
- Lead, coach and mentor a high performing telecommunications and end user computing team with a keen focus on customer service
- Serves as the primary telecommunications and end user computing systems owner; ensures appropriate policies and processes are in place and provides training to the team to optimize system use
- Act as point of escalation for users, service providers and infrastructure support teams; accountable for incident management, follow-up and the development of mitigation strategies
- Develop and continuously enhancing Sinai Health’s telecommunications and end user computing policies, procedures and metrics to deliver quality services and effectively monitor the use of Sinai Health resources
- Responsible for the planning, design, and implementation of telecommunications and end user computing related projects in accordance with existing standards and project requirements
- Provide end user communications for upgrades, incidents and general notifications
- Responsible for procurement of new telecommunications and end user computing related hardware and software as projects require and in accordance with purchasing policies
- Track and maintain appropriate maintenance agreements for telecommunications and end user computing related hardware and software
- Monitor performance of third party service providers to ensure compliance with agreed upon SLAs
- Must be able to participate in off-hours maintenance activities as required, including holidays and weekends
- Must be part of a rotating on call team, providing /7 support to end-users after hours
Sustainability, Quality and Process Improvement
- Lead, monitor and evaluate continuous quality improvement and program development initiatives that support departmental goals aligned with the Sinai Health’s strategic direction
- Encourage staff participation in quality improvement activities for the department
- Evaluate policies and processes to identify opportunities for ongoing quality and process improvements; ensure that equipment, systems, workflow and services are optimized
- Provide support, education and guidance to leaders, the telecommunications and end user computing teams, employees regarding relevant practices and processes
- Responsible for managing issue/incident situations from troubleshooting through to resolution, root cause analysis, and making improvement recommendations
- Ensure ongoing operation of the telecommunication and end user computing environment through use of performance monitoring, capacity management and alerting tools
Collaborative Working Partnerships
- Contribute to the broader Sinai Health mandate through participation in enterprise wide projects and committees, including eHealth Steering Committee and Cybersecurity Committee.
- Work directly with external partners, service providers and vendors as projects require and to ensure that contracted services/products are delivered according to defined agreements or SLAs
- Liaise with external organizations and partner organizations as appropriate
Job Requirements
- Successful completion of a University degree in a related discipline (computer science, applied science, etc.) from an accredited educational institution
- A minimum 5 years’ progressive relevant telecommunications and end user computing experience
- Strong, proficient and comprehensive knowledge and experience with the following technologies:
- PCs (desktops, laptops, thin clients, and peripherals including workstations on wheels, monitors, webcams, docking stations, bar code scanners, etc.)
- Remote Access (Citrix, VPN)
- Network (Cisco)
- Operating Systems (Windows 7, , )
- Software (MS Office – Word/Excel/PowerPoint, Visio, Project, Adobe Reader, etc.)
- Printers (multi-function devices, workgroup printers, label printers, etc.)
- Audio visual equipment (projectors, screens, audio equipment, automation/controllers, etc.)
- Security – Endpoint protection
- Mobile devices (smart phones and tablets running Apple iOS and Android)
- Mobile Device Management (MDM)
- Cisco UC infrastructure including Cisco IP phones, 3rd part SIP phones, Cisco Call Manager, Cisco Attendant Console, Cisco Emergency Responder, voice gateways, etc.
- Avaya PBX infrastructure
- PSTN technologies (1FLs, DIDs, PRIs, SIP trunks, etc.)
- The following certifications would be an asset:
- PC Management – CompTIA A+
- UC/Voice – CCNA Voice, CCNP Voice
- Networking – CCNA, CompTIA Network+
- Security – CompTIA Security+
- IT Service Management – ITIL Foundations
- Applicants with proven equivalent recent and related training and experience may be considered.
- Experience in a multi-site organization with complex lines of business is beneficial
