Your New Tasks
The sub-department 25.1 is responsible, among other things, for the central IT applications of the case processing system (ViVA/mViVA) used in the police departments. They support ViVA product management in the context of product-related and strategic requirements management. You will serve as the central point of contact for various users with functional and non-functional requirements for the North Rhine-Westphalian police case processing system, which is being further developed into a nationwide case processing system as the so-called “iVBS”.
Your Tasks In The Product-related Requirements Management ViVA Include
The product-related requirements management ViVA
Recording/receiving the requirements from the users
Documentation of the requirements, including in the Jira application.
Gathering and analyzing business and technical requirements and establishing the completeness and correctness of requirements.
Determining the functional scope of requirements, checking redundancies, e.g., to ensure that they do not overlap with other requirements in terms of content and that the scope of the requirement is subsequently easy to manage and/or implement
Coordinate and align with state and federal requirements/stakeholders.
Representing strategic requirements management for the ViVA transaction processing system for further development into iVBS at the federal level.
What You Must Bring To The Table
A completed university education (bachelor’s degree or equivalent) in communications engineering/computer science/communications engineering/information technology or a comparable field of study.
or
Successfully completed vocational training and further training as an operational professional or state-certified technician in the field of the above-mentioned specializations and at least 3 years of relevant professional experience.
or
A commercial, administrative or in the fields of communications technology / computer science / communications engineering / information technology completed vocational training or in a comparable field with at least 6 years of relevant professional experience.
Desirable Would Be
Work experience in the field of news- communication- or information technology.
Methods of requirements engineering
Knowledge in the area of tool-supported requirements management (e.g. Jira)
Knowledge of complex IT architectures and software development
Unified Modeling Language (UML)
Project management
Process Modeling (BPM)
Knowledge of police organizational structures and processes, as well as case processing (esp. with ViVA)
Distinct conceptual and strategic competence, negotiation skills
Methodological confidence in the use of communication and control tools.
Knowledge of MS-Office
High level of social skills, independent working style, initiative as well as the ability to deal with conflicts and integration strength

Compensation
Our payment is based on the collective agreement for the public service of the Länder (TV-L). A grouping up to and including pay group 12 TV-L is possible.
