Position Title: National Information Management (IM) Officer

Context:

Under the overall supervision of the Chief of Mission in the Philippines and direct supervision of the Head of Programmes in Manila, the successful candidate will perform the following functions under the “CAPACITY BUILDING SUPPORT TO THE PHILIPPINE GOVERNMENT FOR IMPROVED EMERGENCY PREPAREDNESS AND RESPONSE” Project, and any relevant follow-on projects.

Core Functions / Responsibilities:

  • Coordinate and monitor the implementation of IOM Displacement Tracking Matrix (DTM) activities and field assessments, involving multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows and returnee assessments.
  • Participate in the enhancement of the Department of Social Welfare and Development’s (DSWD) Comprehensive Assistance for Disaster Response and Early Recovery Services (CARES) Information System.
  • Conduct trainings and hands-on activities on the Operations and Maintenance (O&M) of the IOM Biometric Registration and Verification (BRaVe) System and DTM
  • Develop monitoring tools and data collection tools/templates for efficient disaster reporting for the Department of Human Settlements and Urban Development (DHSUD).
  • Lead the project team in maintaining disaster incidents and other databases as necessary.
  • Promote data readiness and common data repository.
  • Undertake duty travel as required related to project implementation and monitoring.
  • Perform other duties that may be assigned.

Required Qualifications and Experience

Education

  • Master’s Degree in Information Management, Computer Science, Social Sciences or a related field from an accredited institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in coordination of information flows and data management including collecting, storing, verifying, validating, processing, and analyzing data to generate information products.
  • Prior work experience with IOM or the UN system is an advantage.

Skills

  • Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high quality reports.
  • Strong computer skills – basic web design and database management, experience of GIS Software is an advantage.
  • Strong command of Microsoft Package
  • High interpersonal skills (in dealing with colleagues and the community) is a must.

Languages

For this position, fluency in English and Filipino is required.

Knowledge of a second official UN language is desirable.
