This position serves as a Network Administrator responsible for managing,

evaluating, and recommending technical specifications for network

infrastructure for a 14,000-plus person agency to include routers, switches,

firewalls, and proxy services.

This position works closely with the agency’s outsourced vendors,

governmental partners, and internal information resource teams to determine

the proper access controls, processes, procedures, testing, and

implementation for installation of network infrastructure equipment. The

Network Administrator will document and communicate internal processes and

procedures to other agency IT team members.

This position will require occasional after hours and weekend work, performing

other related duties as assigned and attending work on a regular and

predictable schedule in accordance with agency leave policies. This position is

classified as a full-time position (40 hours a week). Work outside of regular

business hours is required to coordinate the team’s response to emergencies.

This position is on-call 24×7 to respond to emergencies by phone or by

coordinating team resources.

Works under limited supervision, with considerable latitude for the use of

initiative and independent judgment.

This position is 100% telework within the state of Texas and requires that the

candidate maintain personal wi-fi and webcam capabilities during work hours

to perform their duties. This position often works outside normal business

hours, nights, and weekends. This position may require occasional onsite work

as needed.

Essential Job Functions:

  • Adheres to all Texas Department of Family and Protective Services HR policies and performs related work as assigned to maintain operations.
  • Network Management

  • Plans, documents, and coordinates projects for the upgrade of networks, recovering network environments, routine maintenance, and implementation of access controls on various systems.
  • Coordinate activities associated with local area networks (LAN) or wide area networks (WAN), including, but not limited to, ordering and disconnecting data circuits, configuring Wireless Networks, configuring routers and switches, and coordinating installations for all DFPS offices to ensure 24 x 7 support for the direct delivery of agency staff.
  • Management of agency firewall, VPN and proxy services.
  • Management of two-factor VPN authentication systems.
  • Manages all aspects of DFPS data and voice networks.
  • Network Support

  • Coordinates site planning with agency staff, DIR, HHS agencies, and third-party vendors to determine requirements, order, and schedule installations of data circuits, routers, data and voice cabling, associated LAN room equipment, and Telecom environments.
  • Assists in the assessments of future information requirements to develop long-range, comprehensive Local Area Network/Wide Area Network plans and with the preparation of budget recommendations for the department.
  • Provides technical expertise to state office, district, and regional staff to ensure voice and data services are available to support DFPS operations throughout the state.
  • Maintains related network documentation including history of work performed.
  • Reporting and Analysis

  • Responsible for strategic direction, planning, operations, and maintenance of all systems related to data and voice networks and telephone systems by coordinating with HHSC, state office, district and vendor personnel to ensure all DFPS’ telecommunications and networking needs are met.
  • Conducts research and analysis to compile cost estimates to assist leadership with the preparation of budget recommendations for the department.
  • Assists in the preparation of information technology planning and justification requests for IT leadership.
  • Identifies process improvements and makes recommendations for improve of operations.
  • Network Compliance

  • Monitors vendor performance and compliance with policies and procedures.
  • Knowledge Skills Abilities:

  • Advanced working knowledge of LAN/WAN topologies, Wireless Access Controller and IP addressing processes, procedures, requirements, and functionality.
  • Advanced working knowledge of network routers, switches, capacity management, and monitoring tools.
  • Advanced working knowledge of Palo Alto Next Generation firewalls and proxy services.
  • Advanced working knowledge of network systems, technical services, and end-user computing.
  • Expert knowledge of hardware/software asset management practices.
  • Working knowledge and ability to use Microsoft Office software applications.
  • Working knowledge of Project Management practices and methods.
  • Working knowledge to manage and maintain a two-factor authentication system.
  • Ability to meet project schedules with minimal supervision.
  • Ability to create Microsoft Visio diagrams.
  • Ability to perform packet capture analysis for troubleshooting.
  • Ability to provide quality and timely customer service.
  • Ability to meet project schedules with minimal supervision.
  • Ability to develop plans and analyze procedures or processes using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

  • Registration or Licensure Requirements:

  • Cisco CCNA, CCNP or Networking related certifications preferred.
  • Initial Selection Criteria:

  • Five years full-time Information Technology related experience of which four years include LAN/WAN experience.
  • Graduation from a four-year college or university. Work experience may be substituted for education on a year for year basis.
