Leads and directs all system engineering activities in support of the J36 priorities for the sustainment and modernization of future NMCS operational requirements. Oversees the integration of all N2C3 system and capability activities from development through implementation. Represents and assists the J36 in overall planning, direction and management of communications requirements efforts of the NMCS. Ensures technology solutions are supportable and sustainable through the product lifecycle management of the system. Participates in the NMCC Configuration Management Board (CMB) and reviews proposed new systems, networks, and software designs for potential security risks; recommend mitigation strategies, and resolves integration issues related to the implementation of new systems within the existing infrastructure. Collaborates across all mission partners supporting the NMCS on the incorporation of cybersecurity doctrine, guidance, policy, directives, and plans into command center programs and plans. Interprets, incorporates, and complies with new and revised plans, policies, and procedures received from USCYBERCOM, Joint Force Headquarters – Department of Defense Information Network (JFHQ-DoDIN), or other authorities and formulates implementation strategies, policies, and instructional guidance for implementation worldwide. Applies expertise and broad professional knowledge of cybersecurity policy and standards and extensive knowledge of automation and telecommunications systems disciplines to staff management and implementation of assigned programs. Ensures that cybersecurity requirements are identified and documented. Serves as the technical focal point for the systems and networks supporting the NMCS. Requires expertise of engineering policy as outlined in CJCSIs 3280.01, 5119.01,and 6811.01 to ensure NMCS capabilities and solutions comply with policies. Requires expertise of network operations and technical architecture to resolve communications and information systems integration problems. Assesses technical data and determines the operational impact of service interruptions and outages. Assists the government by providing recommended courses of action and technical impact regarding NMCC systems and network. Supports the maintenance of the digital repository of systems and networks in the NMCS, including Joint Staff and Mission Partners. Coordinates with appropriate Joint Staff, Air Force, Army, and Defense Information Systems Agency (DISA) personnel as necessary to maintain compliance.
Education and Experience: A Bachelor’s degree from an accredited college or university is required. Four (4) years of successful and pertinent experience of such nature and level as to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of Nuclear Command and Control/Nuclear Command and Control Communications. Contractor must possess an understanding of the standard methods, procedures and techniques of research and analysis in the subject matter field; ability to acquire subject matter information about the field and related fields; and knowledge of literature resources in the field. Ten (10) years qualifying experience without a degree.
Selected candidates MUST ALREADY HAVE A TOP SECRET CLEARANCE.
