Network Radio Engineer

The Government of Ontario is taking immediate action to replace the Province’s aging Public Safety Radio Network, which more than 38,000 first responders across the Province rely on. This mission-critical network provides mobile radio communications, which is a communication lifeline in emergency situations for ambulance, paramedic and hospital services, the Ontario Provincial Police, correctional services, natural resources, transportation, revenue enforcement, environment enforcement, and parks when responding to the needs of the public. The network covers approximately 750,000 square kilometres, making it the largest public safety radio network in North America.

The Government Mobile Communications Branch is looking for a talented Network Radio Engineer to work amongst a diverse team of Ontario Public Service (OPS) professionals on this high-profile, complex, challenging, enterprise-wide, public safety transition project. In this position, you will lead projects and teams related to the planning and implementation of the new network across the Province.

What can I expect to do in this role?

As a Network Radio Engineer, you will:
provide strategic and engineering leadership in the provision of engineering and technology expertise for the selection, implementation, and ongoing support of a province-wide public safety radio network for first responders and other public safety user groups

lead the engineering/technical team through end-to-end implementation of a large-scale, complex multi-year project to replace the current network

provide strategic and expert engineering/technical guidance on mobile radio and communication technologies, Information Technology (IT) architecture, and integrated solutions for client and business requirements

ensure the network design meets specified performance/service levels and develop solutions to resolve any network performance issues.

How do I qualify?

Mandatory

You have successfully completed a degree in engineering and have a current membership with Professional Engineers Ontario.

Information Technology and Technical Knowledge and Experience

You have:
advanced knowledge and experience in the application of theory, engineering principles, practices of Electrical/Electronic engineering and/or Telecommunications engineering, Information Technology engineering, with a good knowledge of related fields, including risk management, project management and service management best practices such as ITIL

advanced knowledge of telecommunication systems design, practices and operation, including circuit and IP-based land mobile radio systems, microwave, and satellite

advanced knowledge of industry standards such as LMR Digital Open Standards, APCO25, TETRA, NXDN, and DMR

knowledge of public safety concepts to provide practical expertise to meet complex and diverse cluster/corporate needs

knowledge and application of computer software packages, technical databases, and software tools (e.g. propagation analysis and link design) and internet

Leadership and Project Management Skills

You can lead and guide technical team and engineering staff.

You have effective judgment skills and political acuity to provide authoritative advice and guidance to senior management on complex technology and technical problems.

You can plan, assign/review work, set priorities, and monitor progress to meet project timelines.

You can develop policies and approaches for technology-based standards development and risk management assessment, interpret findings and provide recommendations.

You can oversee and validate the design, development, testing, and deployment activities of radio network and key business requirements.

You can set technical direction and priorities for long-term planning for the network evolution.

You can interpret and apply I&IT architecture (e.g. business, technology, applications, security, and information), IT strategies, policies, standards, plans, current and emerging enterprise architecture principles, methodologies, and mechanisms and techniques.

Communication and Relationship Management Skills

You have proven communication, interpersonal, consultative, and negotiation skills.

You can establish and maintain effective working relationships and linkages with a broad range of internal/external stakeholders.

You can lead and facilitate discussions/interactions with vendors, equipment manufacturers, and service providers on technology issues, trends, and standards.

You can provide engineering/technical expertise and advice on technology and applicable standards.

You can prepare briefings and other materials in support of executive decision-making.

Analytical and Problem-Solving Skills

You can provide technical advice, recommendations and estimates, and identify costing options based on technical solutions.

You can identify complex and contentious technology and technical issues.

You can provide technical policy decisions based on relevant risk management and policy considerations.
