This position is Statutory Exempt from the provisions of the State Human Resources Act.

This position will provide Tier 2 level Network Support and will be a member of the Network Security Support team in the Network Security team as part of the DIT Services Delivery Division. This position provides support as necessary for all network changes including planned changes, network upgrades, switch & BIOS level patching, configuration changes encompassing regular and critical network changes to minimize or eliminate network intrusion attempts that could expose State data. Work with Tier 3 Network Engineers as required to help design and test network changes. Ensure all changes are documented, the configuration Management Database (CMDB) is kept current, and all changes are processed through the proper governance structure to meet IT service continuity and SLA requirements. Participate as required in incident management, problem management, security vulnerability management to determine Root Cause Analysis of network and network security issues as they arise.

  • Participate on project teams focusing on network and security infrastructure systems to ensure information technology information issues are addressed
  • High level troubleshooting of highly technical and complex security and wide area network systems.
  • Significant knowledge in an advanced data, security infrastructure, security methods to apply to meet varying data security levels as defined by the State Chief Risk Officer.
  • Review of internal IT networking and security infrastructure requirements and recommend solutions.
  • Duties for this position include service provisioning, configuration management, problem management, change management, network management, vulnerability management, IT service continuity and customer consultation on a 24 × 7 basis to ensure service and operational level agreements are met or exceeded.
  • Considerable knowledge of the principles and practices of computer and complex telecommunications network concepts including the OSI Layer 1 through Layer 7 protocol layers, host to host communications, Intrusion Prevention Systems, routing, and network management, TCP/IP, MPLS, OSPF, BGP, Ethernet, VPNs, and Firewalls.
  • Protocols: Considerable knowledge of the principles and practices of computer and telecommunications network concepts including host to host communications, routing, and network management.
  • Familiarity with network/application operation and definition within the OSI-Network model including IP, TCP, UDP, and ICMP. Knowledge of IP addressing, subnet masking, and routing protocols such as OSPF, BGP and static routing

Knowledge, Skills and Abilities / Competencies

To receive credit for your work experience and credentials, you must document on your application that you possess all of the following:

  • Demonstrated ability to prepare technical specifications, diagnose and resolve computer network operation problems, and work with other technical personnel in negotiating situations.
  • Demonstrated ability to evaluate communication needs and vendor equipment and specify methods and equipment to meet these needs.
  • Hardware: Experience with firewalls, Intrusion Prevention product, VPN concentrators, IPS systems, routers, switches, load balancers (both physical and virtual), and chassis-based network hardware.
  • Software: IPS Intrusion Prevention products, Cisco IOS, Windows OS, Sun, Solaris, and Server product lines. Major RMONII supported probes and network analysis tools from Network General, Spectrum, and other Web-based Reporting tools.
  • ITIL foundation knowledge and experience
Minimum Education and Experience Requirements

Bachelor’s degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of progressive experience in networking or a related field.

OR
Associate degree in computer science or an IT related field or related technical degree from an
appropriately accredited institution and three years of progressive experience in networking or a related field.

OR
High School or General Educational Development (GED) diploma and six years of networking related experience; or an equivalent combination of education and experience.
