Overview
We’re sending out an S.O.S. call for a skilled Organizational Development and Change Management Consultant to help us navigate the waves of change.
We are in the process of reimagining Multnomah County Library for the community, including our services, staffing, technology and more. In 2020, Multnomah County voters approved a multi year capital bond that will provide Multnomah County Library (MCL) with new buildings and remodeling of several of our existing buildings. MCL is seeking someone skilled in organizational development and change management to support large-scale, highly complex change initiatives to align people systems to the strategic goals and initiatives of MCL.
This hybrid/remote position reports to the Learning and Organizational Development team and works closely with team members to implement organizational development strategies and initiatives. These projects include new technology, new business processes and staffing alignment. In this role, you would initiate and lead cross-functional projects, developing stakeholder engagement strategies and communication plans, and work with both executive leadership and middle management to provide training, coaching and support for institutional best practices.
This position is also responsible for project management, facilitation, coaching, leadership development, and collaboration across the organization. This work can include:
- Use project management and facilitative leadership expertise to lead cross-departmental teams to carry out strategic initiatives.
- Create organizational development agreements that outline project goals, scope of work, deliverables, timeline and evaluation methods.
- Serve as an internal consultant and facilitation expert to organizational partners.
- Act as a coach and ‘shadow consultant’ to leaders and managers at all levels in the organization to build skills and capacity in the organization to lead effectively.
- Partner and collaborate with Library learning, communication, bond and project management teams.

To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
- Bachelor’s degree or equivalent experience (3 to 6 years of equivalent experience)
- Three (3) years of relevant experience with change management and organizational development
- Ability to pass a criminal records check, should a job offer be extended and you’re not currently a library employee. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.
COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exemption as a qualification of employment.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.
- Prosci Change Practitioner or equivalent certification preferred
- Five (5) years OD/CM experience with expertise in leading change management including organizational assessment and diagnosis, design and facilitation of interventions, and change management skills
- Demonstrated ability of influencing senior leaders, delivering practical solutions and driving change.
- Ability to apply contemporary best practice OD and adult learning tools, approaches and improvement models.
- Knowledgeable practices for adult learning, employee engagement and culture transformation
- Ability to develop and present concise information
- Excellent verbal and written communication skills
