Job Summary:

Information and Technology Services (ITS) is looking for a Telecom Planning & Engineering Manager to join the Infrastructure Networks Department within ITS. Reporting to the Executive Director of ITS infrastructure, the Telecom Planning & Engineering Manager will have experience with various telecommunications systems. Manage a team of experienced technical staff that support all aspects of design, analyzing and improving existing hybrid telecom and public safety systems. Provide technical hands-on support and strategic direction for telecommunication products. Additional experience with metrics and monitoring, in-building DAS, CCAP HFC and audiovisual. The team also develops system support tools and provides operational support to resolve complex telecom and other systems issues. The team manages and maintains common carrier IP connectivity to campus telecommunications systems. You will provide technical guidance on multi vendor system design sustainable provisioning and call routing configurations. You have reasonable technical understanding of Ribbon session border controller, Ribbon policy servers, Cisco Call Manager, Audiocode and Cisco voice gateways, Cisco IP Phones and Polycom IP Phones is helpful. Knowledge of AT&T and Lumen SIP enabled services is helpful.

Responsibilities:

Manage experienced technical staff to enhance existing communication systems and develop new services. Work with operations, networking, billing, finance, project management and campus units in the development of services such as; bulk SMS, electronic faxing, room-based AV systems, building automation and emergency systems. Help develop service cost recovery models, project operating and support costs and service level agreements. Stay current with relevant advances in technologies. Maintain knowledge of telecommunications procedures, hardware, software and technical services. This can include: on-the-job training, attending technical courses or conferences, participating in advisory roles with essential technology vendors. Develop and follow best practices and share knowledge with staff and other ITS and campus team members. Demonstrate skill development by participating in growth opportunities for continuous development and improvement and applying new knowledge to the job as evident by the ability to perform assigned tasks, resulting in meeting customer expectations and performance metric.

This position will be filled at the Telecom Planning & Engineering Manager level salary range of $123,291-$136,990 as the primary goal. The requirements listed below reflect the Telecommunications Planning & Engineering Manager level expectation.

Required Qualifications:

  • Master’s degree in Business Administration in information technology or equivalent combination of education and experience.
  • 3+ years of management experience managing multi-functional experienced technical teams that manage development and enhancing existing information technology systems.
  • Knowledgeable with FCC rules, regulations and state laws that apply to operators of Multi Line Telephone Systems.
  • Knowledgeable about HIPPA, PCI, FERPA , CALEA etc compliance requirements as it applies to multiple real-time communication systems.
  • Knowledgeable working with layer 2 and layer 3 IP networks.
  • Knowledgeable with protocols such as SIP, TLS, sRTP, RTCP, IGMP, DHCP, DNS,SNMP, etc.

Desired Qualifications:

  • 3+ years managing experienced technical teams that support complex information systems with emphasis on cloud-based telecommunications services.
  • Experience with Session Initiation Protocol (SIP) as it applies to telecommunications systems such IP PBX, analog and digital gateways, IP Phones, session border controllers, eFAX E911 systems.
  • Experience with telecommunication systems including carrier grade IP PBX, gateways, IP Phones, eFAX, contact centers, common carrier IP connections and session border controllers.
  • Basic knowledge with RestAPI, network sniffers, voice call analyzer, and voice and data monitoring tools.
