Job Detail

Definition
To perform and oversee advanced level professional planning work of a substantial complexity; serves as subject matter expert in one or more of the following topics: environmental review, urban design, code development, or historic preservation, etc; act as project manager on complex or high-profile projects; and performs related duties as assigned.
Example of Duties
Duties include, but are not limited to, the following:

Perform policy analysis.

Assist in the preparation and administration of the City’s General Plan.

Assist in the preparation and administration of the City’s zoning map and regulations, development review procedures, local subdivision regulations, and sign code provisions as contained within Claremont’s Municipal Code.

Coordination, supervise, and perform long range planning studies and oversee decennial Census preparatory work for the City.

Draft ordinances and is responsible for implementing the Advanced Planning work program.

Review projects, EIRs, and ordinances submitted by other local jurisdictions and/or agencies, and prepare City’s response/comments on submitted documents.

Organize, review and participate in completing urban planning assignments; personally perform the most complex and sensitive planning work in advance planning or current planning.

Perform research and analysis of the most difficult planning problems; lay the ground work in developing and implementing new programs; coordinate the development of new programs with other governmental agencies and public groups.

Meet with developers, business peoples, homeowners and others to discuss land use requirements, applicable laws and regulations, and to address problems and complaints within the purview of the Planning Division.

Serve as a staff resource to Community Improvement and other planning staff members.

Develop request for proposals; manage consultant contracts associated with assigned planning and policy studies; develop work programs and methodologies, and establish and maintain project schedules.

Develop staff reports related to complex planning issues and ordinances; present reports to the Planning Commission, City Council and other commissions, committees, and boards; perform a variety of public relations and outreach work related to planning activities.

Attend public hearings, advised the Planning Commission and the City Council on planning activities; confer with City officials as well as the public on City Planning activities.

Participate in a variety of regional and sub-regional planning meetings as needed; participate in professional group meetings as appropriate; stays abreast of new trends and innovations in the field of urban planning.

Act for City Planner as requested.

Assume duties of a disaster worker in the event of a locally declared emergency.

Perform related duties as requested/assigned.
Qualifications
Knowledge of:

Principles and practices of comprehensive urban planning.

Research methods as applied to the development and revision of long range plans and evaluation of development plans.

Principles and techniques of project management and supervision.

Principles and practices of personnel administration.

Federal, state and local laws and regulations relating to municipal planning, zoning, and subdivision regulations, including CEQA.

Functions of the City Council and commissions.

Ability to:

Assume responsibility for planning activities on multiple, diverse and complex projects.

Plan the work of professional and technical staff; prepare reports involving technical and statistical data and research.

Make effective presentations before the City Council and other groups; interpret City practices and objectives to diverse public and private agencies, organizations and individuals as required.

Engage in complex planning and design work.

Establish and maintain effective working relationships with peers, subordinates, superiors, City officials, commissioners, and the general public.

Work effectively with a variety of community groups.

Experience and Education
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of progressively responsible experience in urban planning, including one year in a responsible lead or supervisory capacity.

Education:

Bachelor’s Degree from an accredited college or university in urban planning or a related field. Master’s Degree and/or AICP certification is desirable. A Master’s Degree in a related field count as one year of experience.

License or Certificate:

Possession of a valid California State Class C driver’s license and a good driving record.

Receives general direction from the City Planner and/or Community Development Director

Exercises direct and/or indirect supervision over professional, technical and clerical staff

COST OF LIVING ADJUSTMENTS (COLA):

  • 2% effective 1, 2022
  • 2% effective 1, 2023

HEALTH, WELFARE AND SAVINGS BENEFIT: You will receive $1,014 per month, which be used to enroll in any Keenan offered health plans, two dental plans, and a vision plan. Any unused remainder will be put into a deferred compensation plan for you or be used for any City sponsored insurance.

HEALTH INSURANCE: The City offers a number of health plans through Keenan Insurance. Detailed brochures are available in the personnel office.

DENTAL INSURANCE: The City offers a choice of dental plans. One is an indemnity plan, which allows you to go to the dentist of your choice (no orthodontia coverage). The other is a direct service plan, in which you must select and receive care at one of the dental offices or centers provided by the plan (orthodontia coverage). Detailed brochures on these two plans are available in the personnel office.

VISION INSURANCE: The City also offers enrollment in a vision plan, which provides a vision examination each year and lenses and frames or contacts every year.

LIFE INSURANCE: You will receive a life insurance policy of $75,000 on yourself and $10,000 on any dependents you elect to insure. There are also optional insurance programs which can be taken with you if you leave City service.

FLEXIBLE BENEFIT PLAN (SECTION 125): Claremont offers a flexible benefit plan which will allow you to pay for certain expenses (child care, unreimbursed medical expenses, and insurance premiums) with pre-tax dollars. This is a voluntary program. The personnel office has a brochure with all the details. A six-month employment period is required before an employee can become eligible for this benefit.

VACATION: You are entitled to a paid vacation of 96 hours following one year of employment. (You take your accrued vacation after six months.) From the second year of employment until completion of the thirteenth year, you are entitled to 120 hours of paid vacation. Beginning with the fourteenth year, and every year thereafter, you are entitled to 160 hours of vacation. A one time 80-hour longevity leave bonus will be given on your service anniversary date of your 10th, 15th, 20th, 25th, 30th, 35th, etc. years of service. Employees are encouraged to take longevity leave in conjunction with vacation for a “mini sabbatical” in their anniversary years.

SICK LEAVE: You will accrue eight hours of sick leave per month. As an employee in the exempt group, you bring with you up to 200 hours of accrued sick leave from your previous agency if your previous employer did not otherwise compensate you and provide documentation to the effect.

ADMINISTRATIVE LEAVE: Administrative Leave of 72 hours per calendar year is granted in recognition of the frequent requirement to work evenings, weekends and holidays in excess of 38 hours per week. Any of the 72 leave hours not taken will be lost at the end of each calendar year. Employees are able to cash out up to 24 hours accrual at the end of each calendar year.

JURY LEAVE: If you are required to serve on a jury, you are entitled to your regular compensation for up to 80 (or 76 hours with the reduced 38 hour work week) hours providing you deposit your fees for service with the finance division.

HOLIDAYS/FLOATING HOLIDAY HOURS: Effective 5, 2009, to implement a 5% reduction in compensation, employees will work a reduced 38 hour work week. The new four day work week will impact employee observance of City holidays. You will continue to receive 104 holiday/floating holiday hours per year for use in observing the holidays provided below:

  • Presidents’ Birthday (The third Monday in )
  • Memorial Day (The last Monday in )
  • Independence Day ( 4th)
  • Labor Day (The first Monday in )
  • Veteran’s Day ( 11th)
  • Thanksgiving Day
  • Christmas Day ( 25th)

Holidays which fall on your scheduled days (i.e. Friday, Saturday and Sunday) off shall be observed with the use of floating holiday hour on alternate days. Therefore, the number of floating holiday hours provided for use in observance of holidays, which fall on your scheduled days off vary upon your work week assignment. Except as noted otherwise in your employee association side letter agreement, floating holiday hours must be used before the end of each calendar year.

ALTERNATIVE WORK SCHEDULE/FLEX-TIME/TELECOMMUTING: Depending on your area of assignment, your alternate work week schedule will fit the needs of the department. Contact your supervisor for details about flextime and telecommuting.

RETIREMENT:

We offer enrollment in the California Public Employees’ Retirement System (PERS):

PERS Plan Formula – The City shall continue to provide the 2.5%@55 PERS contract option to current miscellaneous employees hired prior to 19, 2012. An employee who is hired by the City after 19, 2012, from another Public Employees’ Retirement (PERS) agency or agency with PERS reciprocity, or with a break in service 6 months or less, shall receive the Second Tier PERS benefit formula of 2%@55. A returning Claremont City employee that was enrolled in PERS will receive the PERS benefit formula he/she received while previously employed with the City, irrespective of the break in service. An employee who is a new enrollment in PERS, is not coming from an agency with PERS reciprocity, or has a break in service greater than 6 months shall be enrolled in the Third Tier PERS benefit formula of 2%@62.

All miscellaneous employees hired prior to 19, 2012, shall contribute 8% toward their own PERS member contributions. An employee receiving the Second Tier PERS Benefit formula 2%@55 shall contribute 7% toward PERS member contributions. Employees receiving the Third Tier PERS Benefit formula 2%@62 shall currently contribute 6.25% or 50% of the total normal cost rate, whichever is greater towards PERS member contributions.

Both City and employee contributions shall at the time of separation, belong to the employee.

PERS Highest Pension Calculation Compensation Period – The City shall continue to provide the Single Highest Year Final Compensation Pension calculation benefit to current miscellaneous employees hired prior to 19, 2012. Miscellaneous employees hired after 19, 2012 shall receive the Three Year Final Compensation calculation benefit.

The City shall provide miscellaneous employees under the 2.5%@55, 2%@55 PERS, and 2%@62 plan tiers with the following benefits/provisions:

  • Credit for unused sick leave (Government Code Section 20965).
  • 1959 Survivor Benefit (Third Level benefits)

DEFERRED COMPENSATION PLAN: As a City of Claremont employee, you have the opportunity to participate in a supplemental retirement savings plan offered through the International City Management Association (ICMA) Retirement Corporation.

Participation in this program:

  • shelters a portion of your salary from income taxes;
  • invests in high-performing funds yielding tax-deferred earnings;
  • provides a superior tool for retirement planning and savings.

401 (a) PLAN: As a City employee, you have the opportunity to participate in this tax deferred retirement saving tool. DEFERRED COMPENSATION RETENTION INCENTIVE PROGRAM: This program was established to provide tenure and savings incentives for Exempt employees. Beginning with the employee’s third consecutive year of service, the city will match up to one percent of your base pay, payable into your deferred compensation account. This percentage increases to two percent at the beginning of your fifth year, to three percent at the beginning of your sixth year, up to four percent at the beginning of your eighth year, and up to five percent of your base pay at the beginning of your tenth year and thereafter, payable into your deferred compensation account. The employee’s match come from any excess health benefit.

LONG-TERM DISABILITY: The City also provides a long-term disability plan. This benefit is in case you sustain a non-work-related illness or injury that results in your inability to work for a long period of time. In this event, you will receive 66.66% of your base pay of your salary after 60 days, and continued payment until you are medically able to return to work, or you reach the age of 65, whichever comes first (Maximum of $8,000 per month).

TUITION REIMBURSEMENT: As a Claremont employee, you also take advantage of a tuition reimbursement program. The amount of reimbursement will be up to $1,500 per fiscal year. Reimbursable items include registration, tuition, textbooks, and parking.

BILINGUAL PAY: Employees will receive $50 monthly bilingual pay upon successful completion of a proficiency exam for Spanish or other language as be designated by the City.
