Job Summary
The Project Manager (Communications) manages one or more assigned projects in the areas of Communications, Telecommunications and/or Fare Collection. Responsibilities include overseeing, managing, and coordinating the development of assigned projects from conceptualization to final acceptance, including planning, design, systems engineering, procurement, contract close-out, engineering analysis, testing and acceptance. The incumbent uses creativity, foresight and sound judgment to plan, organize, coordinate and solve unprecedented engineering and construction problems. Additionally, the incumbent determines project needs and requirements, develops procedures and guides all engineering and construction activities to meet project deadlines.
ESSENTIAL FUNCTIONS
- Conducts status briefings for the Washington Metropolitan Area Transit Authority (WMATA) officers, the General Manager, WMATA Board Members, federal, state, and local government offices as well as local civic organizations as required, providing information for making decisions, taking appropriate actions and/or complying with safety regulations.
- Resolves conflicts that impact on project schedule and costs, to ensure the project is complete, realistic and fully meets prescribed project goals.
- Makes decisions and recommendations that are recognized as authoritative with a far-reaching impact on the overall development and completion of the assigned projects.
- Initiates and maintains contact with key personnel and officials of other organizations within and outside the Authority to convey and/or gather information required to successfully deliver assigned projects.
- Negotiates critical and controversial issues with other top-level engineers and offices of other organizations, companies and representatives of state, local, and federal government.
- Assigns, directs, and evaluates the work of subordinate staff to ensure that the work is accomplished in a manner consistent with organizational requirements, and to ensure that assignments are completed in compliance within established guidelines.
- Coordinates all major events and project controls consistent with project and program quality assurance and operational needs by assisting various offices in solving mutually dependent issues, calling conferences when necessary, and chairing meetings
- Evaluates and analyzes project performance based upon information gathered and recommends actions, to ensure compliance and to increase service reliability, efficiency, and effectiveness.
- Monitors projects to ensure schedule adherence, accurate financial forecasting, and compliance with policies and procedures.
- Reports on project status including completed tasks, payments issued, problems causing delays, as well as any redirection of focus that impacts project delivery timeline or strategy. Provides progress reports to the Office of Management and Budget Services (OMBS) as well as the program’s executive leadership team (ELT) member as required.
- Researches, recommends, and applies new approaches to address complex quality assurance, financial, engineering, technical, and project/program management problems.
Reviews and comments on project scope to ensure appropriate adherence to program needs, schedule and costs.
