Under general supervision of the Police Commander in the Salt River Police Department, manages the Public Safety Answering Point (PSAP) 9-1-1 Public Safety Communications center. Oversees the operation and use of computerized equipment and technology used in a Public Safety Communications center. Directs the activities of assigned staff, develops and implements policies and procedures related to the Public Safety Communications center. Incumbents in this job class shall serve a one year probationary period. This is treated as an FLSA exempt position, and considered a DRIVING position.

1. Manages and supervises subordinates engaged in telecommunications, entering, verifying, retrieving data and dispatching Police and Fire services.

2. Performs all management and supervisory functions of the division to include payroll, performance evaluation, budgeting, purchasing, training and development, attendance monitoring, workers compensation, discipline and recruitment and selection.

3. Plans, organizes and directs the work of supervisors on rotating shifts. Selects, tests, trains, evaluates and supervises staff. Manages organizational change and enhances learning, participation and professional development opportunities for subordinates.

4. Observes, inspects and monitors the behavior of subordinate employees to ensure compliance with departmental standards and performance/conduct. Investigates, makes recommendations and follows through on investigatory and disciplinary actions.

5. Sets goals and objectives for the communications center and is responsible for ensuring the communications center meets them. Supports organizational strategies and directs individual accomplishment toward those strategies.

6. Conducts meetings with staff; attends meetings with other organizations to discuss emergency service and communications issues. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities

7. Manages and archives data in the telecommunications digital logging recorder; upgrades the programs which supports the archiving system. Maintains positive safeguards to protect essential data files from loss.

8. Manages the operations of the public safety New World computer aided dispatch (CAD) function. Ensures that equipment is working properly. Solves problems in relation to variances between operational needs and system functions, coordinates equipment replacement, upgrades and system installations with the IT Department.

9. Serves as the Public Safety Answering Point (PSAP) Manager for the Next Generation (NG) 9-1-1 system and overlay applications including Text to 9-1-1, RapidSOS, etc. Maintains the NG9-1-1 geo-based files), records, system code tables and data files; updates and corrects data as needed.

10. Oversees plans, develops, implements, and manages radio communication policies, procedures and practices by reviewing current practices, laws, regulations, staffing and equipment to ensure compliance.

11. Ensures all communications equipment is functioning at all times; diagnoses problems to refer to proper repair technician; coordinates maintenance contracts.

12. Manages and supervises subordinates engaged in entering, verifying and retrieving data into/from the computerized police records function. Maintains positive safeguards to protect essential data files from loss.

13. Serves as manager and systems security officer for the Arizona Criminal Justice Information System (ACJIS) and Terminal Agency Coordinator for the Tribal Access Program, monitors use and access to National Crime Information Center (NCIC) and other criminal justice databases. Performs periodic validation of departmental information contained within these systems. Develops policy and procedures for all terminals including mobile data terminals which access this system.

14. Prepares statistical analyses of calls for police and fire services and other data for various administrative purposes including quarterly and annual reports.

15. Supervises and maintains the Community Emergency Notification (CENS) and ensures division staff are trained and prepared to initiate emergency notifications and alerts.

16. Establishes and maintains partnerships and effective working relationships with other departments, agencies, and community groups regarding coordination of services as needed.

17. Assesses, orders and maintains audit tracking accountability for all the Police Department’s microcomputers or associated equipment.

18. Participates in a variety of outside committees relating to public safety communications concerns.

19. Adheres to all training, policies, procedures, chain of custody, rules of evidence and laws. Maintains strict confidence and security of all data, financial accounts, information, intelligence, metrics, audio, video, computer analytics and meta data, police reports, supplements and associated case files, physical evidence, photographs, statistics and any other materials that are confidential and sensitive to all cases, investigations, personnel records and the operations or property of the SRPD and SRPMIC.

20. Performs other job related duties as assigned by the Police Commander or the Chief of Police.


Knowledge, Skills, Abilities and Other Characteristics:
Knowledge of:
  • History, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
  • Principles and practices involving the design, construction, installation, maintenance and operation of public safety communications systems and devices including communications networks, computer-aided dispatch (CAD), voice and data transmission, mobile digital terminal functions, record keeping and related computer functions;
  • Emergency services and other resources provided by cities adjacent to the Community.
  • Principles and operation of public safety automated dispatch systems.
  • Police and Fire Department operations.
  • Police, medical, and fire codes and related jargon.
  • Principles and methods of employee supervision.
  • Modern principles and practices of management and leadership to include standards for customer service.
  • Local geography including primary streets and their hundred blocks, Community boundary limits, sector/beat and response areas.

Minimum Qualifications

Qualifications:


Education and Experience:
A Bachelor’s degree from an accredited college or university in Public Safety Administration, Leadership, Public Safety Management, Business Administration, Emergency Management or Criminal Justice or a closely related field; and a minimum of seven (7) years of progressively responsible experience in public safety communications and dispatch or emergency communications.

  • Three (3) years of the seven (7) years must include senior-management experience in the administration and operation of an urban Public Safety Answering Point (PSAP) 9-1-1 Emergency Communications Center of both Police and Fire operations.
  • Certification as an Emergency Number Professional (ENP) issued by the National Emergency Number Association (NENA) OR a Certification as a Registered Public-Safety Leader (RPL) AND/OR Certified Public-Safety Executive (CPE) issued by the Association of Public-Safety Communications Officials (APCO) is preferred.


Special Qualifications:
Successful completion of Police Department background investigation, polygraph and psychological examinations. Must possess or obtain a Level A Terminal Operator Certification (T.O.C.) within six (6) months of hire. Must complete training and obtain certificates of Incident Command System (ICS) training for ICS 100, 200, 300, 400, 700, and 800 within 12 months from date of hire.


Equivalency:
Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job will be considered when filling the position.

An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

  • Must possess and maintain a valid Arizona Driver’s License.
