Job Announcement

Under the direct supervision of the Assistant Director of Operations for the Department of Public Safety Communications (DPSC) the Communications Operations Manager (COM) is responsible for the oversight of the public safety telecommunicators on their assigned squad within the 9-1-1 Dispatch Operations Bureau (DOB). The COM directs and manages the daily operations of a squad or section on an assigned shift; serves as liaison with the County’s Police, Fire & Rescue, Sheriff’s Office, Office of Emergency Management (OEM), Virginia Department of Transportation (VDOT), and Virginia State Police (VSP); or directs and manages Training and Career Development Section in the Public Safety Communication Center. Works with the DPSC senior management to plan and develop strategic initiatives and recommend ways to improve overall departmental performance and performs related duties as required.

**This position is classified as essential personnel. The appointee is required to report to work during times of inclement weather or other emergencies. **

  • Manages, plans, coordinates, and administers operations of a squad or section;
  • Serves as a member of the Department of Public Safety Communications Command Staff;
  • Recognizes and submits for recognition for employees who provide exemplary service;
  • Works effectively and collaboratively with the other PSC Operations Managers;
  • Works collaboratively and cooperatively with the Public Safety Communication Operations Supervisors (COS) to ensure the overall mission of the agency is met and that the squads operate in a uniform and cohesive manner;
  • Establishes the overall goals for the squad and specific expectations of the COS staff and evaluates their effectiveness;
  • Interacts on a routine basis with the Police Liaison Commander (PLC) and the Uniformed Fire Officer (UFO) assigned to DPSC and other senior management personnel in the Police and Fire & Rescue Department;
  • Interacts, collaborates, and coordinates with the Fairfax County Office of Emergency
  • Management on large-scale, high-risk incidents and natural/man-made disasters impacting citizens and public safety partners;
  • Performs job duties at the alternate 911 center if activated or during tests/drills;
  • Assigns COS staff the responsibility for ensuring supervision in the four (4) primary areas (i.e., Call Taker, Police Dispatch, and Fire & Rescue Dispatch and in the absence of the Teletype Supervisor oversee the squad personnel assigned to Teletype);
  • Ensures that all employees maintain appropriate certifications, training, are provided career development opportunities and all quality assurance requirements are fulfilled;
  • Participates in development and execution of the department’s strategic planning initiatives;
  • Ensures the COS staff are following the staffing model requirements (meeting minimum staffing on a daily basis) Supervises and evaluates the performance of the COS staff.
Required Knowledge Skills and Abilities

  • Knowledge and application of leadership, management and supervisory principles and practices;
  • Knowledge and application of County policies procedures, regulations, and laws;
  • Knowledge of Department of Public Safety Communications, County police, fire & rescue, sheriff, and office of emergency management operations;
  • Knowledge of the operation of 9-1-1, non-emergency telephone, computer-aided dispatch (CAD), radio, VCIN/NCIC, etc. systems;
  • Knowledge and application of the principles of training, learning, mentoring, coaching, counseling, etc.;
  • Knowledge and application in use of the NIMS Incident Command System (ICS) model;
  • Knowledge of the geography of the County;
  • Ability to communicate effectively orally and in writing, using diplomacy and tact;
  • Ability to prepare and coordinate the work of the COS staff;
  • Ability to prepare accurate and comprehensive reports;
  • Ability to analyze public safety problems and situations and adopt an effective course of action;
  • Ability to think and act strategically;
  • Ability to identify and resolve conflict;
  • Ability to speak before groups and interact effectively;
  • Ability to take command and remain in command of an emergency situation;
  • Ability to articulate and execute senior staff decisions;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to:
High school graduation or a GED issued by a state department of education; Plus, two (2) years of experience serving as a Fairfax County Public Safety Communications Operations Supervisor.

PREFERRED QUALIFICATIONS:

  • Possession of at two dispatch skills with the Department of Public Safety Communications.
  • DCJS Instructor Certification.

CERTIFICATES AND LICENSES REQUIRED:

  • Successful completion of the Commonwealth of Virginia Basic Communications School (BCS);
  • Certification in Automated External Defibrillation (AED);
  • Certification in cardiopulmonary resuscitation (CPR);
  • Certification as a Virginia Criminal Information Network (VCIN) and National Criminal Information Network (NCIC) Operator;

NECESSARY SPECIAL REQUIREMENTS:

Must be able to work a 12-hour shift plus a mandatory ½ hour roll call prior to the shift, (days and nights) including holidays and weekends. Must be able to accept last minute schedule changes. be required to work up to 16 hours in emergency situations.

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PHYSICAL REQUIREMENTS:

  • Ability to work an assigned shift plus scheduled and unscheduled overtime; effectively communicate verbally and in writing.
  • Ability to operate a multi-computer monitor workstation.
  • Ability to effectively communicate with individuals in high stress situations on the phone.
  • Ability to travel and work at other locations to include the Alternate 9-1-1 Public Safety Communications Center and to assist other jurisdictions.
  • Ability to lead and supervisor team personnel and work effectively in high stress situations.
  • All duties be performed with or without reasonable accommodations.

SELECTION PROCEDURE:

Panel interview; include exercise.

Candidates’ scores will be averaged based on critical elements: panel interview (50%), presentation (35%), and written (15%). Candidates will be placed on a banded eligibility list. The list will consist of 2 categories, highly qualified and qualified.

From the highly qualified list, final selection will be made by the agency Director who will consider the candidate’s experience, job performance, and placement on the list. Future vacancies be filled from this recruitment, and it is anticipated that the eligible list will be maintained for twelve (12) months. The duration of the eligible list could be shortened or extended by the agency Director with approval from the Director of Human Resources.
