The Government of Ontario is taking immediate action to replace the Province’s aging Public Safety Radio Network, which more than 38,000 first responders across the Province rely on. This mission-critical network provides mobile radio communications, which is a communication lifeline in emergency situations for ambulance, paramedic, and hospital services, the Ontario Provincial Police, correctional services, natural resources, transportation, revenue enforcement, environment enforcement, and parks when responding to the needs of the public. The network covers approximately 750,000 square kilometres, making it the largest public safety radio network in North America.

The Government Mobile Communications Branch is looking for a talented Radio Systems Specialist to work amongst a diverse team of Ontario Public Service (OPS) professionals on this high-profile, complex, challenging, enterprise-wide, public safety transition project. In this position, you will lead projects and teams related to the planning and implementation of the new network across the Province.

What can I expect to do in this role?

As a Radio Systems Specialist, you will:

  • Provide specialized expertise for mobile and portable radio networks/systems
  • Develop and recommend short- and long-term strategies that account for current and future operational radio requirements
  • Develop operational proposals to ensure compatibility, interoperability and integration of related government systems
  • Plan and assist with audits and/or oversee the implementation of approved or proposed initiatives/acquisitions of related radio equipment, systems, subsystems, and the applications from proposal stage through the development phases
  • Assist in day-to-day logistical planning and co-ordination for training delivery with unit training lead and develop, implement and deliver other related training
  • Oversee mobile and related radio systems and operational development, maintenance or support activities

How do I qualify?

Mandatory

  • You must possess a valid class ‘G’ driver’s license or equivalent as recognized in the Province of Ontario.

Business Knowledge

  • You have knowledge of all sub-system components involved in the public safety service provider telecommunications system such as mobile, portable base radios and repeaters, standby and backup power systems, and radio system switches and communications consoles.
  • You are able to analyze and diagnose system design and components.
  • You have knowledge of system design criteria and theoretical principles.

Technical Knowledge

  • You have knowledge of related public safety radio software programs used in system design and operations for the preparation of reports, spreadsheets and presentations.
  • You have knowledge of the current and future state radio system to diagnose problems and accommodate changes or upgrades.

Analytical and Problem-Solving Skills

  • You have excellent analytical, evaluative and problem-solving skills to analyze, assess and evaluate future business plans, needs of clients, and network traffic, and conduct cost/benefit analyses for new telecommunications requirements.
  • You can conduct research, and investigate technical capabilities of equipment/services available from other government/private agencies and companies.

Project Management and Leadership Skills

  • You have knowledge of project management methodology, analytical tools and processes, tendering process, contract administration and operational support methodology to provide group leadership to projects.
  • You are able to develop project plans and schedules, develop, and provide input into, project budgets, estimate resources and conduct technical and financial analyses of proposals or end-user requirements.
  • You have knowledge of contracts and contractors to resolve system performance or failure issues by selecting the appropriate supplier.

Communication, Interpersonal and Leadership Skills

  • You have excellent oral communication and interpersonal skills to liaise with all levels of ministry personnel and external personnel from agencies.
  • You are able to precisely explain the nature of the problem and work to be performed, resolving issues with the providers of various telecommunications sub-systems.
  • You have excellent written communication skills to present technical information to system users and other personnel, with a need to translate technical terminology.
  • You are able to discuss and resolve system issues and problems, identify and explain alternative solutions, and illustrate costs/benefits of various options.
  • You have effective interpersonal skills to consult and mediate solutions between client managers, private/public partners and service/product vendor representatives.
