REAL ESTATE FISCAL ANALYST

FISCAL ANALYST 3 (FA3)


Financial Services Program

Olympia, Washington – Thurston County

We are seeking a Fiscal Analyst to provide tehnical expertise for accounting and budgeting of contracts, grants, land management, expenditure authority, local accounts, and cash receipts of both the captial and operating funds.

Maintain a broad perspective of the overall budget and operation, building budgetary projections and making recommendations regarding the adequacy of funds, expenditure appropriation authority, and fiscal controls. Act independently to establish duties and priorities while responding to various budget, financial and contract related requests.

This is an opportunity to make a meaningful contribution to the budgetary needs of WDFW.

In this dynamic role you will provide technical support and training to office and field staff for fiscal, contractual, or budget related activity and financial systems.

The optimal applicant
has experience analyzing, reviewing, and reconciling data and reports within or between financial and administrative systems.
Duties

Our Real Estate Fiscal Analyst,

  • Posts accounting activity (invoice amounts, pending adjustments and corrections to general ledger).
  • Research discrepancies between reconciliation and contract ledgers.
  • Provides revenue coding to the fiscal office when requested.
  • Ensures contract match requirements are budgeted for and fulfilled.
  • Makes additional accounting adjustments as necessary through journal voucher requests.
  • Identifies, communicates, and collaborates to gain resolution on contract issues such as overspent contracts, unallowable charges, points of clarification needed.
  • Advises managers of trends and highlights risk of underspending and overspending.
  • Identifies and develops process improvements for Real Estate fiscal processes.


WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work is performed in an office setting.
  • Schedule:
    • Forty (40) hour workweek, Monday – Friday. Flexible schedules be negotiated and authorized. Business needs require working overtime.
  • Travel Requirements:
    • Minimal travel, some trainings require overnight travel.
  • Tools and Equipment:
    • Computer, printer, file drawers, 10-key, phone.
  • Customer Interactions:
    • Most customer interactions include internal agency or other state agency, federal or private local customers.
Qualifications

Note: Closely related qualifying experience be substituted for the required education on a year-by-year basis.

REQUIRED QUALIFICATIONS:

  • Associates degree in business, public administration, accounting, economics, statistics, or a relevant field that includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting.

AND

  • Three (3) years of professional experience in accounting, budget, finance, or public administration.

OR

  • Current or recent experience as a Fiscal Analyst 2 or higher.

OR

  • Equivalent education/experience.

Licenses:

  • Valid Driver’s License.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree (including 18 quarter or 12 semester hours in accounting, auditing, or budgeting).
  • Previous experience as a Fiscal Analyst 3 or higher or Budget Analyst 2 or higher.
