Division of Retirement:
The mission of the Division of Retirement is to deliver a high quality, innovative, and cost-effective retirement system to Florida Retirement System (FRS) pension plan members and their employers, so FRS members can plan for their financial future. The FRS is the fourth-largest public state retirement system in the nation, one that is comprised of more than one million active and retired employees. The Work You Will Do:
As a Retirement Policy Analyst, you will analyze and track proposed legislation for the FRS and other state-administered retirement systems, develops, write, and maintain administrative rules for the FRS and other state-administered retirement systems, review informational and education materials, and other critical duties.

Your Specific Responsibilities:
Specific key responsibilities include, but are not limited to, the following:
Analyzes and tracks proposed legislation for the Florida Retirement System and other state-administered retirement systems. This includes post-session questions and answers for implementation of enacted legislation and implementation tracking for the division and the department.
Develops, writes, and maintains administrative rules for the Florida Retirement System and other state-administered retirement systems. This includes studying, researching, analyzing, and writing the proposed rules, forms development, preparing the rule package for adoption through public hearing, and once adopted, conducting continual review of rules to preserve their consistency with changing needs, trends, and laws. The following plans and systems are included in this responsibility:
- Chapter 121, Florida Statutes. Florida Retirement System: Regular Class; Special Risk Class; Special Risk Administrative Support Class; Elected Officers’ Class; Senior Management Service Class; Preservation of Benefits Plan; Senior Management Service Optional Annuity Program; State University System Optional Retirement Program; and Institute of Food and Agricultural Sciences Supplemental Retirement Act.
- Cost-of-Living Adjustments; In-Line-of-Duty Presumption; State Officers’ & Employees’ Non-Contributory Retirement Benefits; Supplemental Benefits & Minimum Benefit Provisions; Retiree Health Insurance Subsidy; State & County Officers’ & Employees’ Retirement System; Teachers’ Retirement System; National Guard Retirement; andSocial Security for Public Employees.
Reviews Division of Retirement informational and education materials, such as summary plan descriptions, brochures, bulletins, newsletters, the annual report, the employer handbook, the public website and Florida Retirement System Online for compliance with current laws and rules. Provides direction and guidance to state and local agencies in implementing and administering retirement legislation, rules, and policy. Handles correspondence and telephone inquiries.
Prepares analyses of policy proposals and supporting briefing documents with proposed legislative changes needed to be implemented. Serves as liaison with other sections/bureaus on cross-functional issues. Monitors and assesses impact of retirement-related federal legislation, rules and programs of the Florida Retirement System and recommends appropriate action. Reviews current national retirement and pension trends and issues and evaluates their feasibility and applicability.

Minimum Qualifications:
A bachelor’s degree and two (2) years of professional experience in the area of business, benefit, retirement, insurance or social security administration. Professional experience in any combination of the areas described can substitute on a year-for-year basis for the required college education.
Preferred Experience:
Although not required, some nice-to-haves include:
- One (1) year experience with technical or business writing conveying complex subject matter in a manner easily understood by a reader unfamiliar with the subject.
- Experience developing, writing, and maintaining state government statues and administrative rules.
