Senior Spectrum Management Engineer

The Senior RF Engineer will be the lead accountable for Xplornet’s spectrum Portfolio. As the Senior RF

Engineer you will work closely with the Lead RAN engineer within the strategy team through the definition of a rolling multiyear spectrum strategy. You will be accountable to ensure a Geo-spatial view of Xplornet’s spectrum assets and inventory are managed on a real time basis to ensure accurate spectrum records.

You will be accountable to define and administer a compliance reporting framework to allow ease of

reporting and tracking for both internal and ISED use. Design engineers should have the capability to

check spectrum out of inventory (network records database) within the boundaries of the spectrum

strategy. Another key deliverable is real time compliance management of the % POP coverage per tier

and band as per ISED minimum coverage requirements. You will define firm requirements detailing

obligations, track deliverables and status as it applies to those obligations while clearing setting targets with the Senior RAN engineer and Network Architect to be incorporated in annual work plan sequencing.

All ISED spectrum reporting will be the accountability of the Senior RF Engineer. This will include coverage maps, tier level transmitter reporting, etc.

Also, RF coverage map process and framework to update and maintain sales tools such as front-line sales coverage maps will be an accountability for this position. Defining a change management process, format and standards around how we update and maintain our available footprint will be a key deliverable

You will be the lead accountable for Xplornet’s actionable interpretation of ISED SRSP (Standard Radio

System Plans) and RSS (Radio Standards Specifications). You will be accountable to ensure spectrum

obligations such as transitions, minimum coverage, specific use case, reporting requirements and

payment obligations.

Key responsibilities include:

• Establish a clear set a deployment obligations and validation methodology to ensure spectrum

deployment and ISED SRSP compliance.

• Maintain a master record of spectrum assets, deployment status and all associated ISED reporting

requirements are met. The database requirements methodology is to be defined by the Senior

RF Engineer however the database will live within the network records infrastructure.

• Represent Company in working groups such as RABC to provide commentary and

recommendations on consultations, agreements etc.

• Model coverage for planning and network strategy initiatives.
• Support strategy and analysis for buying and selling spectrum assets.

The ideal candidate will possess:

• Minimum 15 years in a Senior RF Engineering role
• 5 Years’ interpreting ISED RSS, SRSP and consultations into actionable plans
• 5 years strategic RF planning inclusive of band strategies, deployment strategies, etc.
• 20 years Telecom Industry experience.
• Strong writing and verbal communications skills.
• Self-starter and team player with strong leadership qualities.
