Position Overview:

The Senior Telecommunications Engineer reports to the Energy Chief Electrical Engineer. The role involves exploration of the subject area, definition of scope and selection of problems for investigation, including the development of novel concepts and approaches when required. The Senior Telecommunication Engineer is responsible for providing independent subject matter expertise and guidance on all matters affecting the Telecommunications group. Simultaneous involvement on multiple Pre-FEED, FEED, or EPC activities as Responsible Engineer may also be required.

As Responsible Engineer on projects:

Responsible for oversight and performance of the telecommunications scope of work. Support to projects and with clients to resolve technical questions and as required to coordinate work. Maintains the technical quality of work, including development of/compliance with project design criteria and standards, project procedures, relevant corporate standards, and local codes and regulations. Monitors and maintains engineering scope, plans, schedules and budgets. Coordinates assigned engineering work and interfaces with other departments, disciplines, organizations, vendors, consultants, and clients, as well as outside permitting agencies.

Conceptual, preliminary and detailed design of integrated voice & data communication systems which include, but are not limited to, fiber optic & copper-based structured cabling, IP-based data networks, security (CCTV and intrusion detection systems), access control, radio (UHF, HF, VHF, etc.), VSAT & microwave, PBX, public address & general alarm systems, and cyber security. There may also be interfaces with central control rooms, emergency response centers, SCADA and telemetry communications, and navigational aids.

The candidate will be expected to focus sharply on the design process and to have the capability of preparing design documents, including drawings, specifications, data sheets, schedules, requisitions, etc. Emphasis will be placed on the production of deliverables which will be used to gauge the project’s progress and the individual’s performance. There will be involvement in the preparation of proposals, scope and budget development, specification development, issuing/reviewing bid packages, recommending bidder lists, preparing technical bid tabulations, and making recommendations to project management. Reviews and comments on vendor engineering drawings and documents. Visits to client, jobsite, and consultant offices as needed to support project requirements. Participates in factory acceptance testing activities at supplier/vendor/manufacturer facilities. Ensures that subcontract work complies with project and corporate specifications and standards.

The candidate shall be responsible for the technical leadership and successful execution of the scope of work on project. Candidates should have held positions of key responsibility and have direct hands-on experience in project execution from conceptual design, feasibility studies and front-end design activities to detailed design. Commercial astuteness, leadership skills, and a disposition to teamwork are important attributes. The successful candidate must also be an effective administrator, possess key project planning, scheduling and controls skills and be a good oral communicator.

Experience

Minimum 10 years of telecommunications industry experience. Experience on Energy related projects is a plus. Must have the ability to produce and interpret technical drawings and specifications. Must have the ability to analyze construction requirements including installation, purchasing, and contractual issues.

Strong oral communication and interpersonal skills to effectively negotiate, problem-solve, and formulate solutions are required. Strong written communication skills to produce technical documentation and business correspondence meeting professional standards are required.

Must have successful project management experience working with large-scale, complex, integrated telecommunications systems, a broad working knowledge of technology in the specialty area, the principles and practices of related technical areas, and of coordinating work with other technical disciplines.

  • Experience with the design of wired and wireless IP-based campus networks
  • Working knowledge of IEEE 802 family of communications standards
  • Expertise in the design of structured cabling systems based on ANSI/TIA/EIA 568 & 569 and IEC 11801 & 18010
  • Working knowledge of microwave, satellite, fiber optic, and broadband transmission systems
  • Experience in the design of security access control and monitoring systems such as CCTV, intrusion detection, and electronic key systems
  • Working knowledge of UHF and VHF radio system design
  • Experience with traditional PBX and IP Telephony/Voice Over IP (VoIP) system design
  • A broad commercial knowledge of the contracting process and technical precedents in the industry is expected.


Qualifications and Skills:

Basic Qualifications:

  • BS or MS in a technical discipline (Engineering or Information Technology and minimum 10 years’ experience in the telecommunications industry or working on EPC projects as a Telecommunications Engineer.
  • Proven ability to exercise a high degree of individual initiative, discretion, and judgment
  • Ability to work under the pressure of changing priorities and deadlines in matrix responsibility organization
  • IT networking-specific or relevant industry certification a plus (CCNA, RCDD, etc.)
