- Conducts on-site visits of telecommunications facilities for CASF projects to confirm proper design/installation and compliance with grant awards.
- Evaluates the technology, engineering design, costs and feasibility of proposed broadband infrastructure projects for CASF and Line Extension Program installations.
- Determines compliance with CPUC standards and regulations.
- Prepare reports, memos, Resolutions and presentations regarding CASF applications and projects and assists Administrative Law Judge in proceedings as assigned.
- Serve as the lead for CASF team composed of four to five analysts by coordinating the work of other analysts/engineers in evaluating CASF project proposals, Commission proceedings and preparing Commission resolutions.
- Reviews project completion reports and reconciles CASF program expenditures between Fiscal and staff records.

Department Information
The Communications Division (CD) assists the Commission in developing and implementing universal service policies to promote affordable and universal access to necessary communications services. Within this role, CD oversees the California Advanced Service Fund (CASF) program, which mainly promotes the deployment of broadband infrastructure in unserved areas of the State by providing grants to help fund eligible projects.

Special Requirements
A Statement of Qualifications (SOQ) must be submitted with your application. A SOQ is a narrative description of how your training, experience, and education qualifies you for the position. The SOQ must be 11-point Arial font, single-spaced, and no more than two pages. Writing that exceeds this page limit will not be scored.
The SOQ should provide specific details and examples that clearly demonstrate your qualifications. SOQs will be evaluated based on the content and writing ability, using standardized rating criteria. Describe your knowledge of communications engineering and principles, practices, methods, terminology and trends in wireline, wireless, and/or internet communications systems. Specific knowledge of broadband network technology and design.
- Describe your experience with interacting on a peer-to-peer engineering level with network engineers and consultants.
- Describe your experience with communicating both in written and oral format and experience with managing and leading a project team.
- Describe your experience with explaining in a clear and understandable manner, complex communications technology, broadband design and network maintenance to audiences that do not have technical or communications background.
