DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS

Perform in a lead capacity to provide support services for telecommunication systems and networks for Houston Public Works. This role will be responsible for providing, supporting, and managing all mobile communications for Houston Public Works Department which includes wireless devices. Performs in a lead capacity to provide support services for Telecommunication systems and networks for the department. Trains, schedules, and leads assigned Telecommunications Specialists. Assists with unusual or difficult situations. Interviews users to identify and integrate their diverse needs and resolve system requirements and problems. Provides onsite or remote access diagnoses and resolution to wireless hardware and software problems by responding to service desk requests. Provides design and consultant services for various hardware and software, system arrangements, installations, and modifications. Monitors system performance. Provide technical system support and capabilities including, but not limited to, installation, maintenance, modification, and repair of Telecommunications equipment, products, and/or systems. The Senior Telecommunication Specialist’s responsibilities will include monitoring and servicing systems, diagnosing problems and troubleshooting equipment, running tests, completing reports, updating and improving existing processes, and repairing or replacing faulty equipment.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting temperature and air conditions.

This is a Department of Houston Public Works Emergency Management Position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
A Bachelor’s degree in Computer Science, Business Administration or a related field is required.

EXPERIENCE REQUIREMENTS
One year of experience in telecommunications, including needs evaluation, solution recommendation and installation coordination is required. Four years of telecommunications experience be substituted for the education requirement.

LICENSE REQUIREMENTS
None

PREFERENCES

Skill in the use and operation of test equipment and diagnostic software.
Skill in both verbal and written communication.
Skill in the use of personal computers and software.
Skill in Mobile Device Management application.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
