Duties

The successful candidate will perform the full range of Senior Telecommunications Specialist duties.

Such duties include but are not limited to:

  • Serving as a technically authoritative telecommunications specialist responsible for developing, establishing, implementing, and controlling contractual and financial aspects of agency telecommunications projects and services through designated phases of the acquisition cycle. Projects primarily relate to telecommunications services to support Local/Wide Area Network (LAN/WAN) Infrastructure, Voice over Internet Protocol (VoIP), secure communications and other telecommunications technologies and their impact to desktop, server, phones, and other equipment in an enterprise environment.
  • Serving as a project officer and providing contractor oversight to develop expert level standards, configurations, integration, and maintenance for telecom projects such as WANs (i.e. routers, carriers, circuits.), LANs (i.e. routers, switches, hubs) and voice and video telecommunications solutions, continuity of operations, internet and wide area services.
  • Performing financial analysis of telecom infrastructure hardware/software and general telecommunications needs for the agency; develops independent government cost estimates and statements of work; responsible for tracking project level budget and resources; evaluates requests for acquisition of equipment, software packages and services. These activities will be in support of government-wide, agency, program office, and user level requirements as they relate to the needs of NRC.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal Service or equivalent experience in the private or public sector.


SPECIALIZED EXPERIENCE
is defined as experience which includes managing the design, integration, operation, and maintenance of a telecommunications environment that supports voice, data, wireless, facsimile, and video telecommunications requirements. In addition, leads activities related to the administration, budget, control, security, use, and performance of a telecommunications infrastructure.


The ideal candidate will be able to demonstrate the following:

  • Demonstrated knowledge of and experience in the development, implementation, and management of a telecom budget, including experience in developing and managing telecom procurements utilizing all applicable laws and regulations.
  • Develop long and short-range programmatic and operations plans and budget. Perform budget analysis, interpreting the data to recommend changes that will further benefit the agency’s IT/telecommunications systems.
  • Demonstrate experience with placing circuit orders, paying invoices, and ordering circuits disconnects.
  • Ability to establish and maintain effective working relationships with peers, supervisors, agency officials and others.
  • Demonstrated skill in presenting information, ideas and advice in a clear, concise, and logical manner, both orally and in writing.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
