Essential Job Functions

A Senior Telecommunications Systems Engineer is responsible for performing a combination of the following essential job functions:
  • Leads the design of telecommunications systems, facilities, and equipment by planning, organizing, and implementing work activities from inception to completion.

  • Conducts engineering studies to determine if existing systems and equipment can be expanded or modified to meet present and future telecommunications needs of the County service or if a new telecommunications system is required to meet such needs.

  • Develops and monitors telecommunications project budgets by consulting users, administrators, and engineers to identify business and technical requirements for proposed system modifications or technology purchases.

  • Prepares physical layout plans for telecommunications facilities to ensure accurate transmission and reception of data, and coordinates the installation of the required equipment.

  • Creates and reviews project bid specifications and plans by evaluating telecommunications vendors and advising on the selection of the most appropriate service provider/contractor through request-for-proposals (RFPs), request-for quotations (RFQs), sole-source agreements, etc.

  • Develops and implements telecommunications standards by analyzing and identifying needs and current/potential issues with telecommunications systems.

  • Assists with the implementation and enforcement of standards in order to ensure the department is in compliance with all applicable Federal, State, and local laws and regulations.

  • Performs engineering studies of telecommunications systems to ensure the efficient operation of such systems.

  • Prepares technical specifications for telecommunications equipment, participates in the evaluation of vendors proposals, and directs the testing of such equipment prior to acceptance.

  • Provides technical direction to other telecommunications systems engineers and technical personnel in the implementation of telecommunications projects.

Requirements

SELECTION REQUIREMENTS

Graduation from an accredited college or university with a bachelor’s degree or higher with specialization in Electronic or Electrical Engineering, or in a related physical science -AND- four years engineering experience in the planning and design of telecommunications systems. One additional year of the required telecommunications engineering experience may be substituted for each year of college.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS
Physical Class II – Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.

Part I
: A multiple choice and/or simulation assessment(s), weighted at 50%, assessing Management Potential, Achievement, Maintaining Good Working Relationships, Analyzing Information, Learning Quickly, Working to High Quality Standards, Adapting to Change, Controlling Emotions, Willingness to Learn, Responsibility, Accepting Others, Showing Courtesy, Complying with Rules and Regulations, Working Energetically, and Deductive Reasoning.

You will need to achieve a passing score of 70% or higher in Part I to be invited to participate in Part II of the examination process.


STANDARDIZED MULTIPLE CHOICE TESTS ARE
NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Part II
: A Structured Interview, weighted at 50%, assessing Project Management, Interpersonal/Relationship Building Skills, Oral Communication, and Professional/Technical Expertise of Telecommunications, Federal, State, and Local laws and regulations, Budget, and Contracts.

Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on each weighted part of the Examination in order to be placed on the Eligible Register.

Transfer of Test Components:

  • Applicants who have taken identical components recently for other exams may have their scores automatically transferred to this examination.

ELIGIBILITY INFORMATION

The names of candidates receiving a passing score in the examination will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation.

Applications will be processed on an “as-received” basis and those earning a passing grade will be promulgated to the eligible register accordingly.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY (12) MONTHS.
