This dual role supports both the Director, Regulatory Content Distribution and Broadband Policy and the Director, Regulatory Consumer Policy. The role manages cable/broadband policy-related regulatory matters, with a specific focus on compliance related to the operation of Rogers TV (Rogers’ community channel), accessibility requirements related to our cable systems – also known as broadcasting distribution undertakings (BDUs) – as well as Rogers’ participation in the Canadian Radio-television and Telecommunications Commission’s (CRTC) Measuring Broadband Canada initiative and compliance with the conditions of Rogers’ cable BDU licences. In addition, the role manages consumer policy-related regulatory matters, with specific responsibilities related to CRTC consumer codes, the Commission for Complaints for Telecom-television Service’s (CCTS) enforcement of these codes, and compliance with CCTS procedures and public awareness requirements. The incumbent will have exceptional analytical and communication skills (both oral and written) and an innate ability to manage multiple deliverables in a fast-paced, high-volume environment. They are a self-starter with an interest in Canadian broadcasting and telecommunications policy. Most importantly, they are willing to learn to operate as a business partner by managing cable, broadband and consumer policy-related regulatory matters.
Key responsibilities:
Drafting and overseeing the progress of CRTC applications/interventions.
Conducting research related to CRTC policies and company/industry filings.
Assisting in the preparation and conduct of regulatory hearings/appearances related to Rogers’ Connected Home & Business division and Consumer Policy.
Summarizing relevant CRTC decisions/policies, responding to Connected Home and Consumer Policy-related complaints sent to the CRTC and supporting the preparation of Cable’s Annual Return filings related to the operation of Rogers’ cable TV distribution systems.
Advising the business on operational impacts and compliance requirements related to CRTC consumer codes.
Overseeing annual consumer code reporting to CRTC and annual CCTS audit activities.
Qualifications:
Law or post-secondary degree (e.g., MBA, Masters in Communications or Public Policy) combined with 5-7+ years of demonstrated work experience in broadcasting, telecommunications and/or consumer policy fields.
Strong interpersonal, communication and presentation skills.
Excellent written work, with proven research skills and strong detail orientation.
Solid time-management skills with the ability to effectively handle multiple projects simultaneously and operate independently in a dynamic, fast-paced environment.
Strong analytical and problem-solving skills.
Computer literacy, including familiarity with Word, Excel and Power Point.
Bilingualism and a strong knowledge of finance/accounting is an asset.
