JOB DESCRIPTION
Duties:
Telecom Management Systems and networks. These systems contribute to safe and reliable
operation of BC Hydro’s electric system while meeting the performance requirements of system
planners, regulators, customers, and other stakeholders. The division monitors, controls, and
directs fault response of all telecoms-related equipment on the BC Hydro electric system. It
accomplishes this by providing 24/7 monitoring of the entire BC Hydro Telecom system, providing
technical support during fault response and commissioning, and ensuring optimal performance of
the Telecom system. The division provides asset lifecycle support with critical failure analysis and
emergency operational support in the event of forced outages. We currently have a challenging
and exciting opportunity for a Senior Engineer in the Telecom Network Operations (TNO)
Engineering Department. The Senior Engineer is required to work within a multidisciplinary team
to implement efficient and reliable Telecom Management systems, as well as support the activities
of TNO’s Telecom Network Controllers. This would involve working closely with
- BC Hydro Project and Portfolio Management (PPM) in rolling out new Telecom-related
management systems,
- Telecom Engineering in implementing and troubleshooting their Telecom designs,
- Field personnel in commissioning, troubleshooting, and resolving issues with Telecom field
equipment,
- BC Hydro Control Centre personnel in responding to issues raised within the Control Centre.
The key accountabilities for the Senior Telecom Network Engineer are:
- Develop safe engineering solutions by using initiative and judgement to perform tasks including
developing designs, analyzing and resolving problems, and interpreting engineering specifications
for BC Hydro projects and operations.
- Assist project management to meet safety, cost, quality, and time objectives by proposing
changes in plans and estimated costs, recommending payment for work completed by
- Support Telecom Operations in resolving highly technical and unique design and field
engineering problems by conducting independent studies and analysis and recommending safe
and effective engineering solutions.
- Participate in BC Hydro’s engineering practice by conducting independent studies and analysis,
contributing to the development of technical standards, exercising judgment in selecting and
interpreting information, recommending safe and effective engineering designs, as well as
providing guidance and advice to other engineering professionals to develop future capability at
BC Hydro.
- Deliver exceptional customer service by communicating with stakeholders and performing
activities such as defining processes to be implemented, reviewing technical documentation, and
assessing and reporting on work progress against standards, objectives, and specifications to
support optimal performance of the BC Hydro Telecom system.
- Provide Level 3 support to the TNO Network Controller team.
- Comply with BC Hydro Project and Portfolio Management (PPM) Practices, Engineering Design
Practices, and regulatory requirements applicable to the role.
- Provide guidance, instructions, advice and technical guidance to other engineers and technical
support staff.
- Conduct peer reviews of other engineers to ensure accuracy, achievement of required results,
and adherence to accepted engineering practices.
- Maintain complete project documentation with respect to the design and construction, including
all completion packages, records, and requirements.
- Maintain appropriate commitments to project teams, and coordinates design activities with multi-
disciplined project team members.
- Bachelor’s or advanced degree in Electrical Engineering recognized by Canadian Universities.
- Registered, or eligible for immediate registration, as a Professional Engineer with Engineers and
Geoscientists of British Columbia (EGBC). The individual shall be proficient with EGBC quality
management guidelines, continuing education requirements and code of ethics.
- A minimum of 8 years of progressive and comprehensive engineering experience in the design,
engineering, and operation of telecommunications systems
- Proactive in ongoing professional and personal development activities such as self-study,
attendance at technical and administrative courses and participation in technical and professional
societies.
- Excellent leadership, communications (verbal and written), technical writing, interpersonal, and
presentation skills are required.
- Must be a Team Player.
- Good understanding of project and task management processes.
- Prior experience with IP/MPLS, DACS, SONET, Microwave, Site Selections, antennas and
tower, grounding, and other telecom technologies.
- Experience with installing, administering, and optimizing back-end management systems.
- Excellent organizational and management skills. Must be a self-starter.
- In-depth knowledge of IP technology and associated systems is critical.
- Knowledge and experience in implementing, maintaining and optimizing back-end management
systems and technologies is highly desirable.
- Experience and knowledge of Cyber Security systems and processes.
- Proficiency in a variety of programming and scripting languages is desired.
- Knowledge of Linux and Windows operating systems is desirable.
ADDITIONAL INFORMATION
- A condition of employment for this job is that you maintain your Driver’s License: Class 5 In
Good Standing.

Flexible work model role definitions
===========================
Our four role types identify the degree of flexibility an employee could have to work from home
based on the type of work they do. The flexibility for an individual job is up to the manager for
each position and the operational requirements. Employees also have the right to work full-time
from the office if they prefer. All of our roles require at least some in-person time.
IBEW/Field – No option to work from home
Resident – Works primarily (4+ days per week) in the office.
Hybrid – May be able to work from home up to 3 days per week.
Remote – Works from home 4+ days per week
