The Position:

The UNFPA Technology Product Management (UNFPA-Primero/GBVIMS+) Consultant will conduct an analysis of the UNICEF-led Primero/GBVIMS+ product management approach and UNFPA’s engagement with this in order to establish options and recommendations for UNFPA’s work in this area. This will feed into a larger interagency external review of the GBVIMS interagency global initiative. The Gender-Based Violence Information Management System (GBVIMS) Product Management Consultant.

The consultant will be supervised by the GBV Specialist (IM)/GBVIMS inter-agency Coordinator or alternatively by the Head, Programme Support Unit (PSU) of UNFPA’s Humanitarian Response Division (HRD). S/he will have to participate on weekly calsl and provide updates in line to the agreed workplan she/e will be submitted at the beginning of the consultancy.

Humanitarian Response Division consultancies are under the overall guidance and supervision of the HO Director. All final products and deliverables need to be approved by the Director

Job Purpose:

Based within the Programme Support Unit (PSU) of UNFPA’s Humanitarian Response Division (HRD) and reporting directly to PSU’s GBV Specialist (IM), the Consultant will work closely with the HRD Finance and Operations Unit, Technical Division (TD), Information Technology Solutions Office (ITSO) and other relevant departments. The consultant will perform an analysis of the current GBVIMS product management business processes, notably in relation to the UNICEF-led Primero product management process, and will develop sustainability options and recommendations for UNFPA’s business model as regards GBVIMS+ and any other potential UNFPA-led Primero extensions.

You would be responsible for:

  • Map current Primero/GBVIMS+ product management and business model and analyse strengths and weaknesses as regards UNFPA’s engagement

  • Develop options and recommendations for UNFPA’s engagement with Primero/GBVIMS+ (business models and processes) along with costing.

  • Develop a full report and presentation for UNFPA leadership.

  • Final report with options, recommendations and costing

  • Qualifications and Experience:

Education

  • University degree in Computer Science, Business Administration

Knowledge and experience

  • 8-10 years of systems analysis experience in a non-profit setting and/or in the international development field, including with a UN agency.
  • Project Management Professional (PMP)®, PRINCE2 certification and/or MBA from a recognized university or college are a plus.
  • Familiarity with Agile development methodology and Software development project management using GitHub e.g., Pivotal Tracker, Redmine, Trello, etc.
  • Technical skills and track record on Apps development processes.
  • Exposure to and awareness of the systems development life cycle, structured analysis, design and programming techniques, web-based tools / solutions, system utilities and development tools, application software packages, and PC-based packages used in development or support of production systems.
  • Experience working with a wide variety of stakeholders and capturing requirements in an international organisation setting.
  • International experience is highly desirable.
  • Knowledge and understanding of women’s rights, gender-based violence, sexual and reproductive health in humanitarian and/or development contexts desirable.
  • Experience developing technology products successfully, specifically in product management. Technical skills and track record on Apps development processes
  • Proven capacity to work with and lead collaborative teams across different locations and with different technical skills.
