Job Summary
The Senior Systems Telecom Analyst position encompasses supervisory or administrative work of varying degrees of difficulty and with varying degrees of latitude for independent initiative and judgment as follows: For the activities of professional and non-professional staff in delivering a health therapy program and support services including physical, occupational, inhalation specialties, radiological, laboratory, emergency, ambulatory care services, medical utilization review and quality assurance.
Coordinates rehabilitation services as indicated so as to integrate these programs with other hospital programs to maximize patient treatment and recovery. Coordinates, supervises and monitors medical utilization review and/or quality assurance programs for the health care facilities.
For planning, controlling, coordinating administrative and office operation and interpreting compliance with predetermined standard for quality care in a variety of organizational settings and modalities in the delivery of business, office and management support systems. Integrates, coordinates these programs, operations, functions and services with other hospitals and Central Office sectors to optimal levels of performance in the administration and supervision of such functional activities.
General tasks and responsibilities will include:
- Perform monthly invoice analysis, validation, and payment approval on all land, long distance, data and wireless invoices to ensure compliance with vendor contracts.
- Perform monthly wireless audits to determine if we should select a more cost effective plan, or need to update our mobile catalog, and communicate concerns to managers.
- Ensure account information, including remit to addresses, GL coding, allocations, and other data are up to date and accurate in supporting EITS applications system.
- Track and resolve billing disputes/discrepancies with various carriers; present escalation issues, status reports and findings to Director.
- Mobile device procurement
- Research past due balances to ensure they are cleared in a timely manner, and ensure credits are received and applied
- Maintain an accurate inventory of all telecom circuits, numbers, and equipment .
- Responsible for the provisioning and decommissioning BB, and smartphones.
- Work directly with vendor to resolve claims in an accurate and timely manner.
- Keep abreast of changes within the industry and recommend best industry practices to current processes
- Perform project and non-project related tasks and activities to support team goals and objectives
- Manage mobile phone recycle and inventory program.
- Maintain accurate, concise, and clear documentation.

CERTIFICATION(S)/NYS LICENSE(S):
EDUCATIONAL LEVEL:
- A Baccalaureate Degree from an accredited college or university in Public Health, Public Administration, Business Administration, Social Work, Psychology or Rehabilitation Counseling; and
- Three (3) years of full-time experience in medically-oriented health care and medical support systems environment, two (2) years of which included experience in an administrative or supervisory capacity in such occupations as physical, occupational, inhalation, speech and audiology therapy or as Medical/Laboratory Technologist, Microbiologist (various specialties), Chemist (biochemist), Radiation and X-Ray Technician; or three (3) years of responsible level experience in business management systems or general administration including two (2) years in a supervisory or administrative capacity; or
- A Master’s Degree from an accredited college or university in the disciplines listed in “1” above; and Two (2) years of full-time experience as described in “1” above, including one (1) year of experience in an administrative or supervisory capacity in occupations; or
- Satisfactory equivalent combination of training, education, and experience.
KNOWLEDGEABLE IN:

YEARS OF EXPERIENCE:
- A Baccalaureate Degree from an accredited college or university in Public Health, Public Administration, Business Administration, Social Work, Psychology or Rehabilitation Counseling; and
- Three (3) years of full-time experience in medically-oriented health care and medical support systems environment, two (2) years of which included experience in an administrative or supervisory capacity in such occupations as physical, occupational, inhalation, speech and audiology therapy or as Medical/Laboratory Technologist, Microbiologist (various specialties), Chemist (biochemist), Radiation and X-Ray Technician; or three (3) years of responsible level experience in business management systems or general administration including two (2) years in a supervisory or administrative capacity; or
- A Master’s Degree from an accredited college or university in the disciplines listed in “1” above; and
- Two (2) years of full-time experience as described in “1” above, including one (1) year of experience in an administrative or supervisory capacity in occupations as listed in “1” above; or
- Satisfactory equivalent combination of training, education, and experience.
OTHER PREFERRED SKILLS:
- 5 to 6 years proven experience in the Telecom field, including a broad knowledge of various telecom products, services, and technology.
- 3 to 4 years of proven experience in Telecommunication Expense Management (TEM) and Wireless Expense Management (WEM): specifically a solid understanding of carrier billing systems; telecommunications invoicing, technical communication, circuit provisioning, configurations pricing methods, and contracts.
- Proven experience working with local, long-distance, wireless, and specialized carriers.
- Proven proficiency with numbers, experience in analyzing large amounts of data, and an ability to consolidate and translate that data into business insight.
- Excellent problem-solving skills with a proven track record of working independently, as well as within a team environment; Ability to overcome obstacles, prioritize, and manage workload.
- Solid expertise with carrier’s portals; including opening circuit tickets when issues arise.
- Strong written and verbal communication skills for contact with customers, managers, and vendors to obtain and interpret a variety of information.
- Ability to work in a fast-paced environment.
- Strong analytical skills; with advanced Excel expertise is a must.
- Advanced knowledge of Visio

Pay: $58,000.00 – $68,000.00 per year
