Telecom Expense Analyst – OPE000993

The Telecom Expense Analyst is part of a team that supports Regional Engineering teams by effectively managing invoices from telecommunications service providers. This team is responsible for managing approximately $200 million in annual operating expense and Inter-carrier compensation. Typically focusing on the higher dollar invoices, the Telecom Expense Analyst is responsible for the administration of service provider invoices including auditing, cost allocation, and approval to assure accurate and timely payment. The Telecom Expense Analyst manages vendor issues and coordinates resolution with service providers to assure appropriate action is taken and that all issues are fully documented and tracked in the invoice management system. The Telecom Expense Analyst will prepare assigned month-end accruals and adjustments, perform variance analysis, and partner with accounting to ensure the correct posting of financial data. This position will assist in projects to automate and improve existing processes and present actionable information to proper teams using available system reporting tools.

• This position will assist in managing approximately $150 million annually in operational expense invoices. The invoices managed by this role are typically of greater value, $40K+ per month, and complexity requiring the Analyst to apply industry, network, business, legal and regulatory knowledge to determine the accuracy of the bill.
• Serve as a mentor to Associate Telecom Expense Analysts as required as well as providing feedback to Manager of Telecom Expense and Analytics Management on additional training and or assistance needed by Associate Telecom Expense Analysts.
• Manage month-end close activities consisting of preparing files to load into the General Ledger (GL), validating the accuracy of the reported expenses, preparing adjustments, and providing explanations to Accounting and Regional partners for assigned vendor accounts.
• Responsible for managing the processing, auditing, allocation, validation, and payments of telecom service provider invoices in an accurate and timely manner.
• Verify all invoice charges against vendor agreements and regulatory filings (ICAs, MSAs, Traffic Exchange Agreements, and FCC and state tariffs)
• Manage and drive dispute activity, actively negotiating with carrier Contract Managers, Account Executives, and Billing dispute teams to resolve tariff and contract disputes.
• Determine and validate appropriate market and GL account to accurately assign expenses.
• Reconcile all billed usage to traffic reporting tool.
• Validate circuits to circuit inventory database to confirm expenses, start/end dates, and type of service are billed accurately.
• Manage documentation and resolution of billing discrepancies to assure corrections are made with vendors, credits are received in a timely manner, and properly reconciled.
• Partner with Contract Management to provide supporting data for contract negotiations.
• Demonstrate in-depth knowledge of contracts and tariffs for assigned vendors and provide guidance to Associate Telecom Expense Analysts on setting up audits for invoices.
• Prepare reports for month-end close, investigate irregularities in charge trends and provide explanations to accounting and regional teams on the impact carrier billing and network activities had on telecommunications network expenses.
• Utilize traffic reporting tool to develop reports to validate billed usage.
• Assist in projects that automate and improve existing processes.
• Execute recommended improvements and processes by partnering with Internal Audit, business partners, vendors, and carriers.
• Assure data integrity between circuit inventory and billed data by partnering with Regional Engineering groups to assist in development of best practices and standard processes.
• Minimum of 5 years telecommunications experience in Carrier Cost / Expense Management is required.
• Minimum of 5 years experience performing detailed analysis of telecommunications expense with demonstrated problem resolution skills.
• Accounts Payable experience and knowledge of Generally Accepted Accounting Principles is preferred.
• 1-3 years experience developing reports using Business Objects/Crystal Reports.
• Proficiency in Microsoft Word, Excel, and Outlook and experience using database applications such as Microsoft Access is required.
