A. Work Tasks
(1) Project Management
a. Work with project sponsor(s) and lead the project team to translate project objectives into a Project Management Plan and schedule.
b. Evaluate for accuracy project schedules and recommend changes to the baseline.
c. Work with Functional Managers to obtain and maintain project resources.
d. Ensure that development projects comply with Department policies and procedures.
e. Manages project scope to ensure the project is completed on time and yields a quality product.
f. Assist with direction based on system and business processes.
g. Evaluate, track, and report on project risks.
h. Work with the project team to develop and implement risk response strategies.
i. Document project deliverables and maintain project documentation.
j. Provide quality assurance for project deliverables.
k. Address project team conflict and communication problems
(2) Telecommunications Quality Assurance
a. Process collected Switch Station Message Detail Recording (SMDR) and Message Detail Recording (MDR) for the creation of a monthly long-distance telephone invoice file for the cost recovery of a telecommunications voice network.
b. Coordinate telecommunications industry personnel in the initial setup and troubleshooting associated with SMDR, MDR, Operational Measurements (OM), and Killer Trunk (KT).
c. Coordinate with engineers, network operations personnel, network invoicing personnel, and management on technical issues associated with the day-to-day operation and invoicing of a telecommunication network
B. Qualifications/Experience
a. Bachelor’s degree or higher in Computer Science, Information Systems, or other related field (or equivalent work experience).
b. Project Management Professional (PMP) certification required.
c. Expertise in the polling, collection, analysis, and troubleshooting of SMDR, MDR, OM, and KT data files from both the Northern Telecom DMS-100 and DMS-10 as well as the Lucent 5ESS Telephone Central Office (CO) voice switches, Centrex systems, and customer PABX (Private Automated Branch Exchange) equipment.
d. Seven (7) years or more of Telecommunications/IT work experience.
e. Requires prior management, supervisory, or team leader experience.
