The Office of Information Technology (OIT) is Rutgers’ enterprise IT office. OIT provides university wide services and support and collaborates with department and unit IT professionals on projects and initiatives for the Rutgers community. OIT’s services and systems include the Rutgers network; email and calendaring systems; IDs/passwords and identity management; data centers; computer labs; help desk support; wireless connectivity; a software portal; information security, risk, and compliance services; research computing; and many others. Posting Summary Rutgers, The State University of New Jersey, is seeking a Telecommunications Analyst IV for the Office of Information Technology (OIT). Under supervision of the Manager of Network Architecture & Applications, the successful candidate will join a team responsible for overall management and support of the University network, RUNet, and its associated network equipment and backend systems. This position defines and develops network infrastructure, configurations, and implementation plans in a multivendor, multiprotocol environment. The Telecommunications Analyst supports applications and services directly supporting network functions including DHCP and DNS. This position serves as a senior member of technical staff, works with departments throughout the university, interfaces with department IT resources to scope and fulfill requests, produces and maintains documentation for the network access control system, and instructs other staff on the operational support of service delivery and network services.
Among the key duties of this position are the following:

  • Defines and develops network infrastructure, including topologies and device configurations.
  • Supports the network and its customers by handling incident tickets and escalations.
  • Supports network services including DHCP and DNS by handling complex requests with incident tickets and change orders.
  • Troubleshoots complex network problems and acts as a liaison to other engineers responsible for related systems and services.
  • Prepares and maintains documentation of the network services for both end users and internal department support.
  • Evaluates network device software and features prior to promotion to production.
  • Makes support decisions based on existing policy and guidelines and recommends changes to or creation of new guidelines.
  • Opens vendor support cases with vendors when appropriate for support escalations but will consult with senior technical staff before implementing new system configuration.
  • Supports Infoblox appliances implementing DNS and DHCP.
  • Understands and adheres to Rutgers compliance standards as they appear in RBHS’ Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.
  • Keeps abreast of all pertinent federal, state and Rutgers’ regulations, laws, and policies as they presently exist and as they change or are modified.

COVID-19 Immunization Requirement Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC). Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Qualifications

Minimum Education and Experience
  • Bachelor’s Degree in Computer Science, Engineering, or related discipline.
  • A minimum of six (6) years of progressively more responsible experience in a technical environment.
  • Equivalent education, experience and/or training may be substituted for the degree requirements.
Certifications/Licenses
  • Use of personal vehicle in order to travel for business demands; a valid driver’s license would be required for this position.
Required Knowledge, Skills, and Abilities
  • Extensive experience working in a technical setting and a strong understanding of workflow, policies, and procedures.
  • Demonstrated progressively higher levels of responsibility, culminating in positions with senior, hands-on design, and implementation requirements.
  • Demonstrated expertise and excellence in design, implementation and management of complex technical systems and environments.
  • Demonstrated ability to identify and solve problems of high technical complexity.
  • Strong familiarity with network/information systems theory and design.
  • Ability to communicate and promote ideas and transfer detailed technical knowledge to others. Strong verbal and written communication skills.
  • Ability to develop quality technical documentation.
Preferred Qualifications
  • CCNA or JNCIA.
