ESSENTIAL JOB FUNCTIONS: Works under the general direction of an assigned supervisor to design, analyze, construct, install, and coordinate telecommunications equipment, systems and facilities for the City of Memphis. Installs, troubleshoots, and repairs telecommunications equipment. Serves as a lead capacity in given work directions to Telecommunications Analysts. Monitors assigned networks and telecommunications systems to assess needs and problems for updates, enhancements, preventive maintenance and/or new systems to improve communications. Coordinates and directs projects for completion within the specific timeframe, budget constraints by resolving conflicts, setting priories, allocating resources, and monitoring processes. Coordinates and inspects the work of associates, vendors, service providers, contractors, subcontractors and others to ensure safety and compliance with recognized standards and specifications. Conducts analytical studies to determine performance levels and project needs of system hardware/software. Evaluates new products and services from vendors to determine applicability to current hardware, software, networks and telecommunications systems. Designs, determines, and implements the appropriate configuration for the telecommunications systems from different manufacturers, service providers and/or client agencies. Drafts bid specifications, project proposals, and requests for proposals to define goals, identify scope, and background, and cost of equipment, parts, and services. Evaluates vendor responses to establish contracts. Attends meetings and conferences by driving to various vendor sites and City work locations to provide and receive updated information. Develops long and short-term plans for updating equipment, adding capabilities, enhancing existing systems, and providing improved telecommunications. Researches, gathers, and compiles relevant technical information to enhance, modify and maintain assigned networks and telecommunications systems. Creates and prepares a variety of correspondence, memoranda and reports by utilizing various computer applications. Interacts and communicates verbally and in writing with vendors, management, and other staff members to obtain and disseminate information on a variety of telecommunication issues and concerns.
OTHER FUNCTIONS:
1. Facilitates and conduct training to other staff members as needed. Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing with consultants, vendors, employees, and management at all levels of the organization. Requires the ability to operate office equipment such as a computer, networks, telephone, wireless technology, telecommunication service equipment, and various communication equipment and software. Requires the ability to operate an automobile to visit various work sites across the City for systems problems and meetings.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Frequent in-town travel is required to attend meetings and work sites throughout the City to support telecommunication implementation requirements. May be required to work evenings or weekends.
MINUMUM QUALIFICATIONS: Bachelor’s degree in Computer Science, Management Information Systems or related field and six (6) years professional experience in telecommunication systems, or any combination of experience and training which enables one to perform the essential job functions. Working experience supporting large telecommunication platforms required. Must possess and maintain a valid driver license as a condition of continued employment.
