Position Overview
The Division of Rehabilitation Services is seeking to hire a self-motivated, knowledgeable, ambitious, detail-oriented coordinator to oversee telecommunications and various operations for the Bureau of Disability Determination Services (BDDS) in Springfield. This position oversees the tele-communication for the bureau, to include telephones, IVR (1-800 toll-free number), fax machines, copy machines, and the eventual progression of VOIP. Also keeps up to date logs and monitors the distribution of keys for BDDS; writes new, renewal and amended contract documents and organizes and controls the programmatic bid process for BDDS; posts related fiscal data to the state accounting system (SAP); complies with Illinois Procurement Code Department of Central Management Services (DCMS), Department of Human Services (DHS), and Social Security Administration (SSA) rules and regulations; evaluates office equipment leasing and maintenance relationships; and liaison with building service providers and monitors the completion of building services vouchers. The Bureau of Disability Determination Services is responsible for disability determinations for all citizens of Illinois and is 100% federally funded and makes its decisions according to Social Security Administration rules and regulations.
Job Responsibilities
- Serves as the coordinator for telecommunications operations for the Bureau of Disability Determination Services (BDDS).
- Organizes, plans, executes, controls, and evaluates the employee identification operations for BDDS.
- Writes new, renewal and amended contract documents for medical consultants, contractual employees, and service vendors.
- Logs and monitors the completion of building services vouchers.
- Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
SPECIALIZED SKILLS: Of the one (1) year required experience, requires one-year (1) experience writing contracts, processing emergency procurements, small purchases, sole source procurements and in using Remedy and Bid Buy.
Preferred Qualifications
1. Two (2) years of professional experience in the principles of state/federal/private industry procurement to include sole source and emergency.
2. Two (2) years of professional experience writing, monitoring, and evaluating state/federal/private contracts, programmatic bids, proposals, master contracts, contractual solicitations, requests for proposals (RFPS), and invitation of bids (IFB).
3. One (1) year of professional experience working with telecommunication processes to include problem solving, monitoring billing, reporting issues, and assisting employees with telecommunication needs.
4. One (1) year of professional experience with security procedures, key logs, keeping a variety of logs and following rules and regulations set forth.
5. One (1) year of professional experience with building operations, maintenance/service agreements, and physical operations.
6. One (1) year of professional experience using computer software such as SAP, Excel, Word, Access, WC S and Bidbuy.
Conditions of Employment
- Requires the ability to bend at the waist, crawl and lift up to 50lbs with assistance.

Requires ability to pass a federal employment background check. Individuals selected for positions with the Illinois Disability Determination Service (DDS) must go through a complete federal background investigation suitability determination by the Social Security Administration. Those individuals meeting the state requirements for employment must first complete the federal background investigation prior to their start date. This is necessary to determine whether an employee can be issued credentials in order to have access to the Social Security Disability data, records and systems. Further details will be provided during the preemployment background check process.
