The Telecommunications Engineer II will be involved in all aspects of design, configuration and operations of voice networks and related equipment. The position will be responsible for innovating, developing, and leading new voice services deployments. Provide technical skills that cover a broad range of disciplines in support of Bayhealth strategic initiatives. Identify, investigate, evaluate, and become proficient in new technologies and technical disciplines that are of significance to Bayhealth Medical Center. Use initiative and independent judgment within established guidelines and procedures. May provide guidance and training for less experienced Telecommunications Engineers.

Essential Functions & Accountabilities

1)Provide Tier 1, 2 and 3 support for Telecommunications systems and infrastructure

a.Administration of telephone system hardware, software, and security in the Telecommunications environment

b.Installation of hardware and software, including ongoing system upgrades

c.Troubleshoot, coordinate, and assist in the recovery from component failures of supported systems

d.Provides engineering support on design, configuration, and development of telephony solutions

e.Responsible for complex, multi-site activities and integration

f.Troubleshoots and resolves Telecommunications system configuration issues based on system architecture, project requirements, and customer expectations.

2)Partners with IT leadership on engineering related issues and strategies

a.Provide periodic telephone system performance reports for review with management providing input on improvements and quality initiatives

b.Develops strategy for future system upgrades and new technologies to maximize efficiency and value

3)Technical documentation, project management, engineering, issue resolution, and technical presentations.

a.Provide planning and vendor oversight for Telecommunications change activity

b.Operate and improve services in accordance with business needs, priorities, and SLAs, including coordination of preventive maintenance activities & process improvement

4)Drive process improvements and procedures that will improve overall Telecommunications service delivery to the customer

a.Ensure uniformity of Telecommunications service delivery and attainment of all business and customer objectives

b.Develop improved processes to improve Telecommunications reliability and availability

5)All other duties as assigned within the scope and range of job responsibilities

Position Requirements

Education: High school diploma or equivalent required; Bachelor’s degree is strongly preferred.

Experience: Requires at least eight (8) years experience with the following: Cisco VOIP or similar telephony systems; experience with a large enterprise VOIP phone system; demonstrated knowledge of cabling distribution systems – CAT6, network switches, routers, servers, LAN/WAN technologies, etc. Experience in the following is preferred: installing, configuring, and maintaining VOIP telephone systems; POTS Lines, PRI, and/or SIP technologies

Computer/Software Knowledge: Must have experience with Microsoft Windows Operating Systems & Office Professional; experience with MS Project and Visio is preferred.

Licensure/Certification: Cisco Unified Communications entry-level certification is required, with Cisco advanced, ITIL & Six Sigma preferred.

Additional: Position requires strong communication skills with the ability to translate information from technical resources into instructions and directions that can be clearly interpreted and understood by customers; the ability to work with minimal supervision and independently; the ability to work in fast, high pressure environments; and the ability to think logically and break down workflows to identify the root cause of an issue.
