Lentech is looking for a Telecommunications Engineer to help with the engineering of the telecommunications infrastructure by leading the ordering, installations, relocations, moves, and changes associated with a migration initiative. The selected candidate will provide the delivery of information and communication technology services and recommend the best design to manage the user requests, process for services such as local and long-distance phone services, voice, and data circuits using managed service provider(s) and other commercial contracts. Qualified individuals will analyze the existing network infrastructure and equipment to identify opportunities for improvement, engineer and recommend solutions that meet business requirements, and lead the installations, relocations, moves, and changes to the engineered telecommunications infrastructure solution.

RESPONSIBILITIES
This position shall perform the following (to include, but not limited to) activities:

  • Oversee installations, relocations, moves, and changes to the telecommunications infrastructure.
  • Works with personnel and facilities management to install, remove, or relocate user connectivity equipment and devices.
  • Documents user support activity, such as system problems, corrective actions, resolution status, and completed equipment installations by tracking and resolution of the customer and its internal customers’ communications services.
  • Maintains all databases for accuracy and consistency relating to orders, disconnections, and relocations, and reconciling any billing discrepancies.
  • Documents technical specifications and operating standards for telecommunications equipment including the management and updating of telecom service order tickets in the ITSM ticketing system, as required.
  • Provides technical problem diagnoses and resolution support for all associated subsystems, including managing service quote requests, assisting with telecom order requests, and assisting with telecom disconnect requests from customers.
  • Manages the collection of data from billing portals (e.g., Conexus or other vendor-related portals) and analyze and reconcile data pulled from internal customer data sources to ensure the best value on the telecommunication network design.
  • Provides hardware and software installation and configuration support by contacting POCs and aiding them in connecting customer equipment to vendor equipment, coordinating updates to circuit and service information for activation of service, and handling any requests or escalations between the Enterprise Monitoring and Event Management team and customers or business lines.
  • Designs, develops, implements, maintains, and enhances telecommunication networks, systems and equipment
  • Configures, implements, and maintains complex voice, data and network communications systems
  • Manages the translation of business requirements into telecommunications requirements, designs and orders
  • Provides in-depth engineering analysis of telecommunications alternatives to government agencies in support of their strategic modernization efforts
  • Provides telecommunications enhancement designs for medium and large-scale telecommunications infrastructure
  • Provides interface support to telecommunications end users, telecommunications operations personnel, and telecommunications strategic program management
  • Formulates and develops communications requirement and design standards
  • Provides technical problem diagnoses and resolution support for all associated subsystems, including line monitoring, modem loop-back tests, LAN/WAN performance monitoring and terminal failure determination
  • Assists supervisors and communications engineers/analysts in planning and designing of complex communications systems
  • Interfaces with vendors on new technology and system updates
  • Develops solutions that meet business requirements
  • Typically reports to a manager or head of a unit/department
  • Escalates issues to vendor and third-party entities, as necessary and directed by the Government.

CONTRACT REQUIRED QUALIFICATIONS
This following are REQUIRED for this position:

  • Public Trust Clearance and ITILv4 Foundation Certification by start date
  • Possesses and applies a comprehensive knowledge across key tasks and high impact assignments.
  • Plans and leads major technology assignments.
  • Evaluates performance results and recommends major changes affecting short-term project growth and success.
  • Functions as a technical expert across multiple project assignments.
  • May supervise others.
  • Design or configure voice, video, and data communications systems.
  • Supervise installation and post-installation, service and maintenance.
  • Proven ability to work independently in a full and/or partial remote environment with limited supervision and may supervise/lead others.
  • Possess the ability to communicate in both oral and written forms, demonstrating an ability to communicate effectively with all levels of staff as well as clients.
  • Maintain standard working hours per the DIGIT contract and to be available for meetings, and other collaborative efforts during working hours.
  • Demonstrated ability to apply comprehensive knowledge across key tasks and high impact assignments with the ability to use practical experience and training to determine how to accomplish tasks.

CONTRACT DESIRED QUALIFICATIONS
The following are DESIRED for this position:

  • Proficiency in the Google Suite (Gmail, Calendar, Chat, Meet, Docs, Slides, Sheets), Microsoft Office (Word, Excel, PowerPoint, Outlook), Slack, and ServiceNow.
  • Strong proficiency in spreadsheet applications, including formulas and lookup functions.
  • Proven ability to work independently in a full and/or partial remote environment with limited supervision and may supervise/lead others.
  • Possess the ability to communicate in both oral and written forms, demonstrating an ability to communicate effectively with all levels of staff as well as clients.
  • Demonstrated ability to apply comprehensive knowledge across key tasks and high impact assignments with the ability to use practical experience and training to determine how to accomplish tasks.
  • Possesses a strong understanding of telephony from a provisioning/engineering, ordering and customer service perspective.
  • Possesses a high level of customer service and communication skills.
  • Must be willing to work a variety of shifts, including holidays as scheduled.
  • Prior ServiceNow experience.

EDUCATION AND EXPERIENCE
The following are the education and experience required for this position:

  • 7 – 12 years of experience and bachelor’s degree
  • Experience as a remote worker demonstrating time management and self discipline with cultural change management and Agile mindset.
  • Direct experience in engineering, telecommunication networks and leading the ordering, and carrier management.
  • A strong understanding of telecommunication engineering concepts including but not limited to POTS, demarcation points, punchdowns, cross-connects, and critical life services such as fire and elevator lines.
