PAY & BENEFITS:
Initial Hiring Range: $63,105 – $69,416
Full Range: $63,105 – $95,543
In addition to the base salary, this full-time position is eligible for an annual performance bonus as well as a longevity bonus.
Paid Holidays: 13 days
Paid Time Off : 0-4 years of service = 23 days/163 hours (7.08 hours per pay period)
Longevity Bonus: Based on Years of Service

Description:
This classification provides management oversight for the operations of the Town’s emergency communication center. General duties will include the planning, organizing, directing and overall supervision of the dispatch center. In addition, the position will be responsible for recruiting, training and testing of telecommunications operators. This position reports to the Administrative Captain for the Smyrna Police Department.
Essential Duties & Responsibilities
The following duties are normal for this position. - Operates and manages the Smyrna Police, Fire and EMS Emergency Communication Center in accordance with Town policies; Rutherford County Emergency Communication District (RCECD) standards, federal, state and local laws and regulations.
- Oversees dispatch center supervisors to ensure dispatching services are being adequately and sufficiently provided.
- Develops retention and training protocols for supervisors and telecommunicators including testing and interviewing for open telecommunication positions.
- Works closely with a multi-jurisdictional and multi-disciplinary consolidated dispatch board which has authority for operational protocols.
- Supervises staff with responsibility for employment-related decisions or recommendations that include, hiring, training, evaluating performance and disciplining and consulting with Human Resources when appropriate.
- Reviews daily logs of shift events/activities; maintains maps, bulletins, telephone lists, directories, procedures, and other reference materials.
- Develops long-range operational and strategic plans to ensure reliable emergency communications in the Town of Smyrna.
- Assists with preparing and recommending an annual operational and capital budget to the Command staff for communications related expenses.
- Stays abreast of technology and other developments in 911 public safety emergency services.
- Develops, revises, and maintains policy and procedure manuals as necessary. Coordinates and oversees major repairs, maintenance and replacement of all center equipment.
- Ensures that procedures and industry standards are being maintained in call answering programs and other enhanced services.
- Attends Rutherford County 911 Board meetings, State of Tennessee 911 Board meetings and industry conferences, such as those sponsored by the National Emergency Number Association (NENA), Association of Public Communication Officials (APCO) and state associations.
Minimum Qualifications
- High School diploma or G.E.D. required.
- Bachelor’s degree from an accredited institution preferred.
- Must be familiar in all aspects of public safety dispatching.
- Must be familiar with PSAP administration, radio and telecommunications systems and computer-aided dispatching systems
- Must be able to be on call 24 hours per day, 7 days a week for emergencies relating to the 911 center and to work a flexible schedule
- Must hold a current NCIC certification through the Tennessee Bureau of Investigation, or be able to earn certification upon eligibility after employment.
Must have one of the following below:
- Eight (8) years of experience in public safety and/or emergency services with at least five (5)[1]years in a supervisory capacity.
- Eight (8) years of experience in public safety and / or emergency services with at least a Bachelor’s Degree and 1 year of supervisory experience.
