| Department Summary | Information Technology Shared Services (ITSS) is a component of The University of North Texas System. Our services are provided to all member institutions using an IT shared services governance model. IT Shared Services provides the primary technology used by all campuses to support their operations. | Position Overview | The ITSS– Telecom Services Department at the University of North Texas is seeking to hire a Telecommunications Manager II to join our team. This position performs highly advanced and/or managerial (senior-level) telecommunications work. Work involves planning, designing, and integrating system components for voice or data telecommunications networks, and installing, maintaining, or overseeing the installation and maintenance of telecommunications networks and computer hardware attached to these networks. Plans, assigns, and/or supervises the work of multiple teams. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Manages a team of telecommunications analysts. |

| Minimum Qualifications | Bachelor’s degree in related field and six years tele/data communications or networking experience; or any equivalent combination of education, training and experience |

| Knowledge, Skills and Abilities | • Knowledge of effective managerial methods and techniques and how to establish and maintain an effective workforce • Ability to plan, assign and supervise the work of subordinates • Extensive knowledge of telephony concepts including but not limited to POTS, SIP, VOIP, E911 and call center and cloud telephony solutions. • Knowledge of networking concepts and technologies including but not limited to routing, switching, firewalls, DNS/DHCP, and WiFi. • Knowledge of PC architecture and operating systems. • Strong oral and written communications skills. • Management and supervisory skills and abilities. • Ability to conceptualize, plan and organize multiple programs and assignments effectively. • Ability to operate a computer keyboard and to install communications hardware. • Ability to assimilate, retain, and utilize technical information. • Ability to analyze varied courses of action and participate in strategic planning. • Ability to work with considerable independence and initiative. • Ability to establish and maintain effective working relationships. • Ability to function responsibly during emergency problem solving situations. • Knowledge of safety and security precautions appropriate to work performed. |
| Preferred Qualifications | The preferred candidate will possess the following additional qualifications: * Ability to communicate clearly, succinctly and effectively both verbally and in writing. * Extensive knowledge of principles of telecommunications platforms and VOIP systems. * Strong skill in analyzing and solving complex telecommunication and networking problems. * Provide quality of service metrics to determine the readiness, quality and interoperability of telecommunication services, systems due for release to clients and/or within the enterprise. * Proven problem-solving abilities and ability to conduct in-depth analysis of billing cycle. * ITIL Foundations certification. * Strong understanding of VOIP, Cloud technologies, telephony platform and managing large telecom deployments. |

Job Duties
