Telecommunications Policy Analyst (DE)

Duties

The incumbent will serve as a principal staff advisor to the Associate Administrator, Deputy Associate Administrator, and staff of the Office of Policy Analysis and Development in the development of Executive branch policy recommendations related to telecommunications and Internet policy issues, Internet policy environment. A prime responsibility of the incumbent is to identify issues, interdisciplinary research, and analysis necessary to meet both short- and long-term policy needs related to Internet and telecommunications policy and governance.


The incumbent will:

  • Assist in the development and implementation of USG policy positions, strategies, negotiations and/or consultations related to the Internet and the digital economy.
  • Analyze and evaluate information related to internet policy, governance and standards development analyzing the arguments for and against proposed courses of action, and their impact.
  • Engage with public and private stakeholders on key internet policy issues.
  • Develop and execute specific plans of action for analyzing complex problems relating to internet policy issues, and for developing pertinent policy options.
  • Conduct policy reviews and analyses including strategic planning, communications and management support.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify at the GS-15 grade level applicants must possess one full year (52 weeks) of specialized experience at the GS-14 or equivalent pay band in the federal government. Specialized experience is defined as experience:

  • Leading teams and/or projects on complex communications and information policy issues related to legislative and regulatory events affecting the communications and Internet policy environment.
  • Leading presentations and facilitating large groups, interacting with the public, articulating problems, presenting proposals, making recommendations, and providing guidance to management regarding cybersecurity, information and communications technology, or information policy issues.
  • Performing scholarly, legal, or professional research on topics related to cybersecurity, Internet policy, information and communications technology, or supply chain security.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no educational substitute for specialized experience at this level.

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
