Job Detail
Duties
- You will serve as a Telecommunications Specialist in the New London Base Communications Office (BCO) (N936), Northeast BCO Division (N93), External Support Department (N9) at Naval Computer and Telecommunications Area Master Station Atlantic.
- You will determine policy and objectives, prepare budgets and develop equipment specification and be recognized as the subject matter expert for telecommunications.
- You will receive and approve requests for telecommunications acquisitions advising customers on regulatory guidance, equipment or service specifications, vendors, pricing, proper justification and documentation, and procurement procedures.
- You will be responsible for the development of Performance Work Statements (PWS) for telecommunications acquisition project for contractual agreements.
- You will provide system administration for Avaya Definity and Communication Manger Telephone systems and the Callegra Callware Voicemail System.
- You will perform onsite reviews and surveys of telecommunications facilities for new or expanded services and equipment projects.
- You will maintain liaison with various telecommunication contractors on such matters as equipment specifications, customer’s requirements, installation, service quality, special services and innovations.
- You will request price information and oversee equipment installation and service schedules with appropriate vendor and customer personnel.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 within 12 months of appointment.
Qualifications
– Performing system administration, troubleshooting, and repairing the AVAYA G3r Telephone system and ancillary equipment supporting customers.
- Providing telecommunication technical recommendations for receiving and analyzing requests for telecommunications services from host and tenant organizations.
- Performing frequent on-site inspections that require examination of equipment/system/facilities of sufficient functionality, and for adequate space or safety compliance.
- Consulting with leaders of activities or departments to determine telecommunications requirements, or to study network traffic patterns.
- Making recommendations for improvements including preparation of required correspondence, documentation, specifications, and cost estimates.
This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-12.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
