DEFINITION OF RESPONSIBILITY
Baltimore County wishes to hire a Telecom Specialist with a focus on Cisco Voice-Over-IP technology installation and support. Summary of responsibilities include manage telecommunications systems that include Cisco Call Manager and Cisco VoIP phones, multiple configurations of stations and trunks including analog loop, POTS, T1, and SIP. Supports advanced applications, such as voice messaging, unified messaging, digital networking, and basic and enhanced call centers. Assist in coordinating (including with vendors), installing, maintaining and reconfiguring telecommunications equipment and supporting infrastructure and will support troubleshooting and help facilitate problem resolution.
EXAMPLES OF ESSENTIAL DUTIES
- Four years’ experience in telco and video cable installation.
- Three years of hands-on experience with PBX maintenance.
- Two years of hands-on experience with Cisco Call Manager administration, installation and maintenance.
- Two or more years of experience in installation, troubleshooting and resolution of DS0 and DS1 issues.
- Two years’ experience programming and implementing ACD queues.
- Call accounting system knowledge preferred.
- Knowledge of data cabling, standards, management and bend radius.
- Knowledge of PBX infrastructure.
- General knowledge of Microsoft Office, Email and Internet preferred.
- Excellent interpersonal skills with demonstrated patience and tact.
EXAMPLES OF OTHER DUTIES:
Assist on telecommunication related projects, either alone or working with other telecom engineers;
Assist with decommissioning legacy telecommunications systems;
Travel to customers within the County, using County provided vehicle;
Pull cat6 cable as required
Develop and maintain effective working relationships; and
Perform other duties as required and assigned.

Associate’s Degree in information technology, computer science, computer engineering, or a related field from an accredited college or university,
PLUS
At least three (3) years’ hands on experience in a multi-platform/vendor networking environment, including Cisco platforms and applications.
Experience must include work demonstrating thorough knowledge of the following technologies:
TCP/IP, VoIP, LAN, WAN, WLAN and MAN technology;
Additional relevant experience may be substituted on a year-for-year basis for the required education. If substituting experience for education, your application must demonstrate appropriate relevant experience in order to meet the required qualifications.
Knowledge, Skills, and Abilities (Entry-level)
Knowledge of the principles and practices of Telecommunications.
Excellent communication and documentation skills.
Must be able to collaborate in a team environment.
Knowledge, Skills, and Abilities (Full Performance)
Skill in Cisco centric networking, Cisco Call Manager, Cisco Unity voicemail, and Verizon Virtual Call Center
Knowledge of TCP/IP routing, the 7 layers of the OSI Model and how they interact, and basic telecommunication concepts (i.e. VoIP , POTS, PRI, Centrex,); Basic Category6 and other cable installation methods
Ability to configure, install, and troubleshoot a variety of telecommunication equipment and devices; Work with customer agencies, end users, and fellow engineers to provide exceptional service and optimum network up-time; and a desire to implement new and changing technologies over time.

Physical and Environmental Conditions
The work of this position is essentially sedentary and includes the operation of computers and office equipment.
Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
Job candidates may be required to complete an expanded background investigation, polygraph examination, and psychological examination.

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Employees may elect basic term life insurance for themselves equal to one time the employee’s annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Part-time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.
Paid Leave
Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
