Duties
This position is located in the Radio Services Division, Office of Information Systems (OIS), Chief Administrative Office, United States Capitol Police (USCP). The Radio Services Division is responsible for the planning, forecasting, installation, configuration, maintenance, repair, deployment, retrieval and accountability of radio communications systems for USCP. The purpose of this position is to provide subject matter expert (SME) advice and guidance from concept to design and implementation of complex radio and telecommunications systems that support the USCP mission.
Responsible for managing projects and logistics including mission equipment planning and deployment of tactical RF, and other mission support equipment. Performs daily preventative maintenance on Project 25, (P25) Motorola Integrated Voice and Data (IV&D) M-CORE platform, Very High Frequency (VHF) radio sites, console dispatch sub-systems, radio network, infrastructure (RNI), and logging recording system (NICE). The incumbent also supports other technology initiatives and assists with carrying out the goals and objectives of the OIS strategic plan. The incumbent designs the operational and technical plans for radio services requirements, identifying and addressing associated logistical issues when deploying on routine and no-notice missions. The incumbent also enhances, optimizes, and repairs radio communications equipment and associated systems.

Must complete a one year probationary period.
The position is designated as emergency and subject to recall.
The incumbent may be required to report to their duty station or an alternate site in the event of severe weather.
Travel Required: Up to 25% – You may be expected to travel for this position.
Qualifications
Qualifying experience for the CP-10/GS-12 level: applicants must have one year (52 weeks) of specialized experience equivalent to at least the CP-09/GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: 1) evaluating, analyzing, developing, managing, or improving radio communications systems, procedures, and requirements that demonstrated expert knowledge of current developments and trends in radio communications concepts and technology; 2) development of complex multi-system radio codeplugs including configuration management and firmware updates; 3) defining and optimizing deployable telecommunications requirements associated with mobile and fixed radio environments; 4) developing, refining and supporting interoperable communications plans and coordinating with a diverse group of partner agencies 5) designing, developing, and testing conventional / trunked radio systems architecture; and 6) operation and maintenance of tactical radio systems.

There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate’s disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
