Description
Vacancies are in the Department of Emergency Services and Telecommunications. Applications will be accepted until sufficient applications have been received. This is an entry-level trainee position. Under supervision, receives and processes all emergency and non-emergency requests for service. Questions caller to determine the nature and location of the needed service; and based on established operating procedures, determines the appropriate response required and the need for pre-arrival instructions. Broadcasts messages to Police, Fire, and EMS units to respond to requests for service. Processes requests for information such as record checks and stolen car listings. Maintains contact with Field Units and maintains records of units in or out of service. Operates radio, Computer Aided Dispatch System and other communications equipment. Performs related work as required.
This is a 1716 union position. The hours of this position are 40 per week. This position requires working holidays, weekends and shift work. Additional earning potential exists with overtime, shift differential and holiday pay.
Knowledge, Skills & Abilities
The examination may include a written test, a performance test, an oral test, a typing test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure: Some knowledge of policies and procedures for Police, Fire and EMS; Some knowledge of the geographic layout of Hartford; Some knowledge of the proper application of radio communication codes and terms; Some knowledge of pertinent laws, statutes, court decisions and ordinances; Some knowledge of the function and services provided by various city departments; Some skill in taking in and processing calls for emergency assistance; Some skill in dispatching emergency units; Some skill in operating computer terminals and dispatch console; Some skill in communicating effectively with a variety of people who may be experiencing extreme emotional upset, may have cognitive difficulty or who mat be under the influence of mind-altering substances. Ability to prioritize tasks, adjust priorities and remain focused when the number and variety of tasks change or when faced with situations that may be upsetting; Ability to listen and/or give instructions while quickly and accurately entering information using a keyboard; Ability to remember and accurately transcribe spoken information including names, addresses, sequences of letters and numbers, descriptions and directions; Ability to accept feedback and incorporate it into the performance of duties; Ability to remain calm and communicate effectively; Ability to remember and accurately transcribe spoken information; Ability to remain calm in a crisis.
Qualifications
Open to all applicants who meet the following qualifications:
A high school diploma or GED.
A COPY OF YOUR HIGH SCHOOL DIPLOMA, GED CERTIFICATE OR TRANSCRIPT MUST BE ATTACHED TO YOUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.
SPECIAL REQUIREMENT:
If appointed, you must successfully complete Telecommunicator State Certification, NCIC/ COLLECT certification, and a State-approved emergency medical dispatch course within nine (9) months of appointment date. A valid driver’s license preferred.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a criminal background check. If appointed, you will serve a nine (9) month of probationary period. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
