The State of New Hampshire, Department of Information Technology, Operations Division – Telecommunications has a full time vacancy for an ITM Manager III /Tele/OPS Operations Manager.

SUMMARY :

Evaluates, maintains and monitors day-to-day operations for the Department of Information Technology, Statewide Telecommunications in order to assure and achieve agency objectives and optimal solutions; and develops policies to increase efficiency of operations.

RESPONSIBILITIES:

Develop processes and apply knowledge of processes to support telecommunication applications and network infrastructure including effectiveness of existing systems, recommends enhancements or replacements to maintain/ensure on-going telephony and network operations.

Responsible for training and governance of IT staff using both written and verbal instructions reflecting best practices defined by technology needs and operational principles.

Monitor and maintain Telecommunication databases providing management with diagrams, and reports regarding usage, issues, and resolution.

Oversee diagnosis, troubleshooting, and resolution of analog and IT telephony and network related issues including determination of root cause and resolution reports for management identifying operational procedures corrections and improvements.

Responsible for installation guidelines for fiber backbone & station cabling, including planning requirements and recommendations for MDF/IDF racking, and equipment requirements.

Provide technical assistance regarding MDF/IDF locations, layout, rack placement and interface with vendors and outside agencies to insure compliance with current technologies, state policies and industry standards and best practices.

Utilize project management techniques to coordinate and manage projects including installation of IT infrastructure cabling, fiber, copper, equipment, and IP telephony.

Develop, maintain, manage and administer IT & Telephony contracts to include preparation of RFP/RFB/RFQ contract documents meeting Department of Information Technology and outside agency equipment and service needs.

Develop system designs and specifications for network improvements, and interfaces with vendors and state agencies to insure compliance with technology policies and standards.

MIINIMUM QUALIFICATIONS:

Education : Bachelor’s degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience : Eight years of experience in information technology, information management or telecommunications management, three years of which shall have been in a supervisory or project management capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification : Must be eligible to hold a valid New Hampshire driver’s license and/or have access to transportation for use in statewide travel.

SPECIAL REQUIREMENTS : Temporary schedule changes or off-hours work (non-business hours), including overtime, may be required to allow for off-hours equipment installations and upgrades or unplanned outage resolution. In-state travel may be required. Selected candidate will undergo a criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information after offer acceptance.

PREFERRED EXPERIENCE : Working knowledge of Telecommunications operations inclusive of Local Exchange Carrier, Competitive Local Exchange Carrier, and Interconnect business operations and offerings; contracting and bidding processes required. Experience with Project Management, VoIP using CISCO Unified Communications Call Manager and Unity Connections; and electronic Help Desk ticketing systems not required but preferred.
