Duties Description
The Utility Analyst 1, Grade 18, will work in the DPS Long Island Office’s Markets and Innovation Section, primarily in fulfilling the responsibilities of the DPS Long Island Office in accordance with the Long Island Power Authority (LIPA) Reform Act and will also work with the Department’s Office of Markets & Innovation. They will perform duties that include, but are not limited to:

  • Assisting senior staff assigned to the Long Island Office in fulfilling responsibilities in accordance with the LIPA Reform Act, and specifically with respect to Utility 2.0 which addresses Reforming the Energy Vision (REV) related issues.
  • Reviewing Public Service Enterprise Group Long Island (PSEG LI) Annual Utility 2.0 and Energy Efficiency (EE) & Renewable Energy plans, coordinating staff review, reviewing, and summarizing comments, and assisting with developing formal recommendations to LIPA.
  • Maintaining current awareness of concerns of stakeholders with respect to EE programs and maintaining coordination with the New York State Energy Research and Development Authority (NYSERDA) and the DPS Albany energy efficiency team.
  • Identifying relevant policy goals/requirements in Public Service Commission (PSC) Orders.
  • Ensuring LIPA/PSEG LI understanding and consistency with PSC clean energy orders and State policy, such as the Climate Leadership and Community Protection Act (CLCPA).
  • Assisting with the development and management of teams for review of specific issues, the development of recommendations, as well as monitoring the implementation of recommendations.
  • Coordinating meetings with assigned staff and providing written review of specific program areas.
  • Reviewing and summarizing public comments and developing Department responses.
  • Assisting with the quarterly review of utility performance metrics; providing input on new/modified annual metrics to track; creating templates for review of new/modified metrics added by LIPA/PSEG LI.
  • Providing support on utility rate proceedings, which may include testifying, drafting testimony, reviewing, and analyzing utility energy efficiency and demand response programs and strategies, reviewing budgets, and analyzing and developing utility performance metrics.

The above salary range reflects the Downstate Adjustment of $3,026.
