Job Description
The Vice-President, Infrastructure Operations and Networks is accountable for ensuring that the technology infrastructure is managed and runs effectively to provide secure, compliant, optimal and outstanding service levels for CIBC customers and employees and certain platform engineering functions. The position provides direction and leadership to the Infrastructure Operations and Networks internal team and key external service suppliers.
The role is accountable for governing the Technology Infrastructure, Cloud, Networks & Application Platform technology in support of the CIBC SBUs/Lines of Business (LOBs) that rely primarily on external operations for their Application Platform infrastructure needs. This focus is on the CIBC LOBs that are hosted/reliant on internal technology infrastructure and technology infrastructure services provided by the internal Infrastructure Operations and Networks teams and third-party suppliers. On and in support of these businesses, this position has overall accountability for system stability, system availability, computing security and systems control, system training, system administration, third-party governance and disaster recovery requirements associated with these services.
This leader will oversee related infrastructure and service performance improvements in all business units by working with LOBs, service providers, and technology vendors. The role works closely with other executives in the TI&I organization to ensure the seamless delivery of quality service to CIBC and to optimize the integration of all associated technologies.

What You’ll be Doing
Shape & Influence Business Strategies
-
Create and maintain a strategy to provide the businesses supported with an external Cloud, Networks & Application Platform infrastructure that is cost effective and a leading edge technology base.

Leveraging industry best practices including those defined as part of Information Technology Infrastructure Library (ITIL), develop and implement processes, along with the supporting infrastructure.

Establish strong teamwork with the members of the local management and infrastructure committees and contribute to the development of Application Platform technology strategies within the context of overall business strategies and plans. Provide leadership in the identification of technology opportunities and the effective utilization of external Application Platform infrastructure within the corporation.

Manage the relationships with major Application, Cloud, Infrastructure and Telecom technology suppliers to acquire world-class products and processes in support of CIBC’s business and time-to-market strategies.

Implement technology solutions that deliver a competitive advantage to CIBC by improving end-to-end service levels and reducing life-cycle costs.

Identify and implement opportunities for reduction of CIBC expenses without compromising capabilities and service quality.

Develop information benchmarks and prices taking into account service functions, features and quality so that alternatives can be evaluated and decisions can be made.

Work with business executives to formulate and develop new business strategies so that all parties understand internal Technology Operations opportunities.

Provide oversight and financial management of expense and capital budgets and associated projects.
Business Development & Client Service
-
Seek opportunities to improve service, reduce cost and provide competitive advantage via new technology products, partnering, outsourcing or process re-engineering. Develop close working relationship with peer executives, as well as other technology groups within CIBC and external service providers. Maintain currency with developments in the external market place.

Keep executive management informed as to the status of key technology projects, opportunities to acquire new products and their applicability to the business, opportunities to improve service and reduce cost.

Improve and sustain the service commitment between CIBC and its customers by overseeing the resolution of systemic technology service issues. Working with service providers, establish a sound relationship and productive dialogue to ensure that the root causes of issues are resolved satisfactorily.

Partner with external providers to ensure that the services and technologies provided by that partner are deployed in the most efficient and effective manner for CIBC.
Governance & Control

Develop policies, practices and standards appropriate to Technology, the LOB and shared service objectives. Contribute to enterprise policy, practice and standards and ensure effective governance and controls.

Adhere to the audit, risk management and compliance policies and processes.

For the services provided, ensure a high degree of physical security and safety of technology and processing environments.

Ensure management controls are properly developed and implemented.

Where required, ensure the maintenance of effective contingency/recovery procedures to handle predictable failure and protect assets and services.

Ensure all computer systems operate within the CIBC policies and standards for computer security, backup and contingency.
Operational & Business Effectiveness

Guide and facilitate the continued integration of in-house and external technology infrastructure in order to realize the benefits of the Technology Optimization programs (including server consolidation).

Gate the introduction of new application environments to ensure requirements needed to sustain quality operations are met prior to introduction into the production environment.
-
Monitor, report and control all elements relating to incident, problem and change activities in order to maintain and improve overall levels of operational availability for application environments within the existing production environment. Proactively identify areas of opportunity for improving service within the CIBC technology infrastructure through related service management process data and statistical trending.

Provide a capacity planning function to prevent operational issues developing due to shortfalls in required infrastructure capacity.

Provide a performance management capability to address potential performance issues before they significantly disrupt production operations, and to quickly resolve performance related production issues should they occur.

Develop and steward the overall strategy to ensure that Technology Operations is positioned to meet the needs of CIBC in the area of service continuity and business continuity management.

Maximize stability, availability, supplier efficiencies and business effectiveness of the operations technology infrastructure.
Product and Service Development and Implementation
-
Manage the evolution of the relationships with the major external service providers with a focus on optimizing the integration between internal and external service delivery capabilities.

Design the content and metrics to meaningfully measure important service level criteria with external service providers that will competitively differentiate CIBC in the short and longer term.

Regularly monitor and meet with key services providers at executive levels to represent CIBC’s interests in service level performance and management. Develop or consider agreed-to measurements that are of significant importance to CIBC customers, employees, and processes.

Establish a technology / information processing infrastructure that meets the long-term needs of CIBC LOBs delivering products and services to customers: Identify opportunities for effective service delivery (including outsourcing) using appropriate internal and external service providers; manage a technology and information processing infrastructure budget; and negotiate Service Level Agreements with vendors/service providers.

Execute projects that enable CIBC to implement business changes. Ensure changes are consistent with overall CIBC LOB objectives and make decisions / recommendations regarding implementation. In addition, look to enhance and upgrade existing programs, products or services by assessing the impact, effectiveness and feasibility of current and planned projects.
