ORGANIZATION

LOCATION

CSHL main campus is in Cold Spring Harbor, NY, 30 miles east of New York City. Additional research and education facilities of CSHL are located in Woodbury, Lloyd Harbor, Syosset and Brooklyn, NY.

REPORTING RELATIONSHIP

The Vice President & Chief Information Officer ( CIO ) reports to the Chief Operating Officer but has direct interaction with the President, Director of Research, and Division Heads.

Responsibilities

As a member of the senior leadership team, the CIO is responsible for the planning, development, implementation, security, and operation of the institution’s information technology (IT) systems that support all aspects of research, the education divisions, and administrative functions. The successful candidate will provide leadership, hands-on management, and strategic direction for all IT related areas, including infrastructure and data architecture, application development and support, networks, cybersecurity, telecommunications systems, out-sourced vendor relationships, desktop support, audio-visual, project management, and disaster recovery/business resumption. The CIO will work collaboratively with research, business, and administrative leaders to analyze, select, and implement technology systems and processes that enable and sustain CSHL’s scientific mission and education programs.

The Ongoing Responsibilities Include

  • Build and maintain trust-based relationships with research leaders, business managers, and other administrative peers based on fully understanding their needs and requirements. As a partner, ensure timely and clear communications to implement value-driven solutions and systems at the departmental and/or enterprise level.
  • Assess, recommend, and implement the alignment of the IT organization to effectively support the Laboratory’s three constituent environments: research, education divisions, and the administrative departments.
  • Work with the Laboratory’s research leaders to understand specific and diverse computing needs and to design forward-looking, innovative solutions.
  • Develop and maintain an enterprise-wide IT vision, strategy and roadmap that facilitates and drives CSHL’s strategic priorities for the Laboratory’s research, resource and service development, and education. Lead the IT team and its partners in effective implementation based on that strategy, roadmap and solution designs that are end-user focused.
  • Hire, develop, evaluate, reward, and retain a highly qualified team of IT professionals. Foster a culture of innovation, customer focus, transparency, and accountability in IT. Oversee process development to advance the IT operating model to meet CSHL operation, education, and research needs.
  • Oversee and ensure a comprehensive and effective enterprise information security program, including policies, standards, and guidelines. In collaboration with other operational leaders, develop and manage the information risk analysis assessment process and enterprise-wide disaster recovery and business continuity plan.
  • Establish and implement a comprehensive and flexible Enterprise Architecture that will serve the Laboratory over an extended period– including technology platform and development plan – to rapidly meet new or changing user needs within an established framework.
  • Develop and mentor team members in technical, leadership, interpersonal, and communication skills to ensure excellent working relationships with business leaders, operations, researchers, and administrative staff. Lead and manage a team of IT professionals who research, identify and deploy solutions to their research, education and administrative partners’ explicit and implicit needs.
  • Assess, improve, and oversee the IT project management function which develops, prioritizes, and proactively communicates realistic project plans, with measurements and balancing needs vs. wants, on-time and within budget.
  • Prepare, monitor, and manage IT operational budgets that meet prevailing objectives and constraints. Help determine capital investment parameters, priorities, and risks for enterprise-wide IT initiatives to maximize the return on investment. Review, recommend, and oversee all vendors, contracts and managed service agreements for computing, telecommunications, IT services, and equipment.
  • Serve on enterprise planning, policymaking, and enterprise risk management committees. Drive the development of enterprise technology standards, governance processes, service level agreements and performance metrices to ensure IT delivers value to the enterprise.
