Position Summary

Director IT Communications Services is accountable for proactively and holistically leading all aspects of the enterprise communications infrastructure, to include: Radio & Wireless, Fiber Transport and Engineering & Maintenance services. Responsible for both the strategy development and operational management of our critical communications infrastructure. The role is a critical executive leader that oversees and manages the communications infrastructure functions, directly leading a diverse team of managers, engineers and technicians. This leader will define the technology roadmap and recommend technology solutions that enhance current and future capabilities, while optimizing ongoing operations to streamline processes and enhance service delivery.

This position is responsible for ensuring high availability of mission critical communications infrastructure, to include:

  • Land Radio Radio (LMR) communications network that supports first responders
  • Mesh Wifi network consisting of 300+ access points
  • Over 1,000-mile private fiber network
  • Core network communications architecture for delivery of energy services
  • Engineering design for all new and expanded sites
  • Maintenance services for vertical tower assets


Tasks and Responsibilities

  • Collaborate and build trusted relationships with senior and executive management across the company
  • Serve as trusted advisor to other executives and leaders to develop a clear understanding of business needs, ensuring cost-effective delivery of IT services to meet those needs
  • Understand requirements from internal and external stakeholders for incorporation into technology roadmap planning
  • Partner with internal and external stakeholders to ensure technology solutions are aligned with requirements, while identifying opportunities for new use cases and partnerships
  • Lead the development of the communications and engineering strategy and roadmap to ensures its integration with the overall IT and enterprise strategic plans
  • Communicate clear vision for department through effective messaging and partnering with other leaders and team members ensuring technology alignment with the business
  • Articulate how strategic, emerging, and operational technologies can help CPS Energy be more successful through efficiency, profitability, customer and employee satisfaction
  • Remain current and aware of changing technology trends, regulations and laws which might impact the organization and the business
  • Develop and manage area budgets and forecasts with metrics to effectively track and manage performance
  • Provide expertise in executive leadership including personal development, coaching, mentoring, performance management, and employee engagement management
  • Develop and maintain a technology workforce with the appropriate mix of business knowledge, technical skills and competencies and take corrective action as necessary on a timely basis and in accordance with company policies
  • Develop and maintain a One-Team culture where team members are enabled to take accountability, to collaborate cross-functionally, to inspire the best in each other, and to care for each other
  • Develop and maintain operational processes and procedures with defined performance metrics for support and maintenance of communications infrastructure and enabling network technologies
  • Evaluate network technologies to develop and maintain multiyear technology roadmap with lifecycle management plan for physical infrastructure and enabling technology components
  • Ensure communications requirements are developed, engineered and fully integrated with needs of Energy Delivery Services and other internal operational teams
  • Manages to real-time performance alerts and expectations, ensure problem resolution and root cause, provides or develops regular on-going review and analysis of performance data to identify trending and proactively detect potential future issues.
  • Participate in data gathering, validation and audits related to TxRE, NERC & ERCOT compliance; Mitigate corporate risk exposure around NERC compliance, laws, regulatory requirements, policy and process documentation
  • Evaluate new and emerging technologies to support wireless communications architecture, to include Private LTE, licensed Spectrum, mesh network designs and supporting hardware/software components


Minimum Skills


Minimum Knowledge and Abilities

Previous experience working with telecommunications infrastructure preferred
Familiar with all facets of outside plant (OSP) management, including quoting, construction and delivery
Understanding of permit processes, locates and working with municipal agencies and utilities
Ability to manage multiple aggressive RFP and design construction schedules and responses
Experience managing large capital projects
Demonstrated track record of leading high-performance teams toward the successful attainment of challenging goals
Exposure and understanding of existing, new and emerging technologies, and processing environments
Exceptional soft and interpersonal skills, including teamwork, facilitation and negotiation
Strong leadership skills with a focus on planning and organizational capabilities
Excellent analytical and technical skills
Excellent written, verbal, communication and presentation skills


Preferred Qualifications

  • Masters’ degree in business, computer science, computer engineering, electrical engineering, system analysis or a related field of study, or equivalent experience
  • Additional training or certification in organization change management highly desirable

Minimum Education

Bachelor’s degree in business management, computer science, computer engineering, electrical engineering, system analysis or a related field of study


Required Certifications


Working Environment

Work is performed both indoors and outdoors. Operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business-related events. After hours work may be required.


Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
