Damage Prevention Technician

Reporting to the Supervisor, Parks Operations (Roads), this position is responsible for supporting the initiatives of the Parks Operations division including but not limited to locating Niagara Parks infrastructure (utilities), proving technical engineering support relating to operations/infrastructure asset management. This position also will support parks operations by performing field inspections and documenting reports of civil infrastructure (i.e., roads, sidewalks, trails, signs, etc.) Perform winter control maintenance duties as required.

Niagara Parks offers an hourly rate of $26.94 per hour to $33.12 per hour as well as a comprehensive benefit and pension plan.

QUALIFICATIONS:

  • Completion of a community college diploma in Civil Engineering, Geographic Information Systems or equivalent combination of education, training, and experience, plus additional training in locating technologies/equipment and surveying methods.
  • Must be certified or eligible and willing to obtain the certification as a Damage Prevention Technician (DPT).
  • Valid Class “G” Driver’s License, with DZ endorsement and DPT certification is considered an asset.
  • Three (3) years of related experience in locating all sub-surface assets including gas, hydro, telecommunications, water, sewer, irrigation.
  • Experience with conducting private locates.
  • Operate computer software including ticket management systems and interpret various drawing symbols and types.
  • Familiar with Ontario Regional Common Ground Alliances best practices; Ontario Underground Notification Systems Act; TSSA guidelines for excavation; Ontario Traffic Manual (OTM Book 7); OH&SA; WHMIS; Electrical Awareness conducted by ESA or equivalent.
  • Good communication and interpersonal skills.
  • Advanced organizational skills; planning abilities with attention to detail.

DUTIES AND RESPONSIBILITIES:
Under the direction of the Supervisor, Parks Operations (Roads), or designate, provide utility locates to NPC staff and ensure compliance of all applicable laws and legislation pertaining to underground utilities and supporting infrastructure operations technical service work assignments.

  • Receive and organize all locate requests from NPC staff and submit Ontario One Call in a timely manner.
  • Undertake field location of buried assets utilizing appropriate equipment. Mark underground utilities to spatial accuracy and provide locate documentation, in the appropriate format, to requesting parties in accordance with Ontario Regional Common Ground Alliance best practices & Ontario Underground Infrastructure Notifications Systems Act.
  • Using appropriate equipment and technologies (such as but not limited to: electromagnetic utility locator (e.g. Radio detection), GPS, GIS, engineered drawings and conventional locate equipment), locate all underground assets to required spatial accuracy, document and provide locate information to the requestor;
  • Complete field inspections including measuring and marking located infrastructure assets using paint, flags, stakes, etc.
  • Prepare, sign and issue locate record forms using the locate request software system illustrating and describing the location and description of underground utilities;
  • Utilize historic data, evaluate, and resolve any conflicting readings/measurements encountered, document, update and communicate changes required to maintain the accuracy of the infrastructure management systems.
  • Work collaboratively with other NPC staff to ensure timely and accurate completion of locates requested, including associated documentation and record keeping.
  • Liaise with staff, contractors, homeowners, etc. to discuss details of proposed construction, advise of precautions required before commencing to dig, including when to hand dig;
  • Identify areas for constructive change and potential solutions then communicate needs to management;
  • Assists in providing technical problem-solving skills as applies to underground utilities and locates.
  • Support similar technical engineering work relating to infrastructure and building operations including basic survey, GIS support or inspection;
  • Interpret construction drawings, engineering drawings and documents as they pertain to locates within scope.
  • Collect inventory of Niagara Parks assets (light standards, culverts, anchor points, signage, etc.) and sites and assist in the maintenance of this inventory. Provide inventory to third party contractor or NPC employee responsible for maintaining Niagara Parks Geographic Information Systems.
  • Perform inspections for Niagara Parks assets and sites including but not limited to: Roads, light pole, railing, signs and sidewalk inspections to ensure compliance with Minimum Maintenance Standards.
  • Assist the Parks Operations department with the following: lawn maintenance, winter control, etc.
  • Assist with the development and facilitation of training sessions on locates.
  • Assist with the saving of ‘as built’ drawings in the applicable location and ensure these documents are provided to third party contractor or NPC employee responsible for maintaining the Niagara Parks GIS.
  • Provides technical support and assists in developing and maintaining asset management plans for the NPC.
  • Request to immediate supervisor, areas where assistance is needed for verification of utility assets.
  • Maintain a high level of confidentiality pertaining to locate requests and asset information.
  • Works independently with little supervision.
  • In consultation prepares traffic control plans and work area protection plans in compliance with Ontario Traffic Manual (OTM) and MOL regulations.
  • Maintains clear, concise, and accurate daily work records including but not limited to request for locate documentation, service reports, field observation diaries, locate documentation and daily work sheets.
  • Complies with all applicable legislation as well as any related policies and procedures including safety procedures and the maintenance of clean work areas.
  • Willing to perform emergency locates on a callout or stand-by basis beyond normal working hours.
  • Willing to work overtime on short notice and to perform shift work necessary to fulfill the requirements of a seven-day operation.
  • Work in various weather conditions.
  • Ability to lift and carry up to 22kg.
  • Willing and able to take additional training as required.
  • Performs other related duties as assigned.
