Critical responsibilities
- Works closely with the senior management and peers ensuring network expansion plans are properly aligned to achieve the department’s goals and objectives
- Build a team of qualified and motivated engineering professionals
- Ensures the organization has the resources in place to successfully execute our master project schedule.
- Lead the OSP engineering and planning managers and team:
- Create and support an atmosphere of mutual respect, a sense of urgency, and esprit de corps.
- With support from senior management develop an overall execution plan that meets the required deliverables (dates, regions, services).
- Coordinate with the senior team the resource plan that will ensure generally smooth execution and timely milestone delivery.
- Execute and deliver multiple planning projects from design to finance approval, focusing on aggressively expanding APB’s fiber network at an industry-leading pace and cost per passing
- Working closely with management and peers, produce a detailed cross-functional project plan that identifies all key milestones and deliverables.
- Ensure that plan is monitored, amended, and adjusted.
- Monitor the plan and schedule for breakage.
- Collaborate effectively to address and resolve project plan issues as they arise.
- Estimate network construction costs, and prepare budgets.
- Working closely with finance to track expenses with ROM, and BOM and produce reports as required.
- Ensure that integrated processes and systems with finance are consistently followed and supported.
- Have an awareness of imposed project deadlines as master plans are developed and monitor the project with respect to these deadlines (VATI).
- Ensure coordination with Marketing and Sales.
- Work with vendors and internal stakeholders to ensure projects are on-time and under budget
- Evaluate, select and manage vendor relationships. Including contractual relationships.
- Ensure maintenance of robust and accurate engineering plant records in a GIS database
- Ensure maintenance of an accurate system of record for all fiber assignments
- Manage and be a critical point of contact for key relationships:

- Regional utilities, power, telco, and cable
- Department of Transportation
- Local and state governments.
- Oversee right-of-way issues on private and public property.
- Play a key role day to day in human resource issues and priorities with an acute awareness of the mission, vision, and values of APB.
Qualifications of a strong candidate
- Bachelor’s Degree in Engineering or a related discipline, or equivalent education and /or experience.
- Minimum 10+ years of experience in related engineering or network construction in the areas of responsibility listed above.
- Demonstrated history of successfully leading teams on large, fast-paced projects.
- Expert knowledge of CAD and GIS mapping software is required. Proficiency with Microsoft Word, Excel, PowerPoint, and Visio
- Expert knowledge in determining light budgets, and fiber optic design specifications and limitations
- Soft management skills. Managing a multi-generational workforce on a fast-paced, high-pressure project.
- Leadership. Leading with an effective combination of humility and will to achieve our goals.
- FTTP engineering design, documentation, and engineering database recordkeeping.
- Knowledge of fiber management and fiber splicing standards
- Telecom network topology and design skills in AutoCAD and any other GIS application.
- Experience with Federal and State Grants
- Grace and accuracy under pressure.
Work Requirements
This role will be based in the Company’s headquarters in Richmond, Virginia. The headquarters are located in the James Center in the heart of downtown with easy access to I-95 and the Downtown Expressway.
