Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The GO Expansion OnCorr Office is seeking a Project Manager. This position is responsible for managing delivery of technical elements of projects with varying scale and complexity according to time, cost, and assurance and quality requirements. Additionally, they are responsible for the end-to-end delivery of, and forecasts timelines for technical scope within the project lifecycle.
What will I be doing?
- Envisions project technical scope of work; initiates, prepares and presents for execution, terms of reference and subsequent addenda for agreements governing the project.
- Gathers and processes applicable project related information and provides detailed analysis during the development of conceptual, preliminary and detailed design, including design alternatives and value engineering alternatives.
- Manages projects involving effective coordination and liaison with a large number of internal and external stakeholders – including other areas of the Capital Projects Group and other Metrolinx departments, municipal or agency partners, and Railways.
- Performs complete start to close-out project management on selected complex, high-risk technical tasks for the OnCorr project, as assigned, to meet corporate commitments as well as internal and external stakeholder requirements for schedules and budget, with or without staff delegation.
- Ensures the project is progressing by completing, assigning, and monitoring day-to-day tasks and providing updates to management and plans; documents lessons learned to meet project deadlines/milestones in a timely manner as well as providing management with an overall view of the status of the project.
- Evaluates project technical scope of work, initiates, prepares and presents for execution, terms of reference and subsequent addenda for agreements governing the engagement of consultants.
- Reviews, evaluates and approves (as applicable) project documents, studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards.
What Skills and Qualifications Do I Need?
- Completion of a university degree in Engineering or related field – or a combination of relevant education, training and experience deemed equivalent. P.Eng. designation would be considered an asset
- Minimum eight (8) years direct experience in managing stakeholders and projects involving planning, design, construction, and commissioning of transit facilities, heavy Railway infrastructure including electric traction, bridges, structures, and related works.
- Good understanding of utility infrastructure (hydro, telecommunication, gas).
- Ability to interpret utility design drawings.
- Excellent oral and written communication skills.
- Thorough knowledge of construction standards and procedures.
- Demonstrated project management skills and experience to manage staff involved in multiple complex projects under pressure to meet schedule, budget, and quality requirements.
- Knowledge of contract law, the Occupational Health & Safety Act, and construction standards and procedures applicable to operating Railway environment.
- Experience in Design-Build contracts under a P3 model will be considered an asset.
