Context:

Under the overall supervision of the IOM El Salvador Chief of Mission, the direct supervision of the Senior Resources Management Officer (SRMO) in El Salvador and the Regional Resources Management Officer (RRMO) in Regional Office (RO) América and Central América (AMCA), and in close consultation with Information and Communications Technology (ICT) division at Headquarters (HQs), Manila ICT Service Centre; the Information Technology Officer will be responsible for overseeing the implementation of Information Technology (IT) network and infrastructure projects in IOM El Salvador, and facilitate and coordinate IT assistance to IOM Country Office in El Salvador on relevant and effective technology to be used in accordance with IOM’s ICT standards and policies.

Core Functions / Responsibilities:

1. Lead the IT support for all projects implemented in IOM El Salvador by organizing activities and operations of ICT staff; support recruitment of local ICT staff and oversee the implementation of ICT components in the projects.
2. Propose, plan, design, implement, and maintain an integrated mechanism for data and information management, including various in-house and third-party applications across all mission activities to ensure most effective and efficient processes to deliver timely, accurate, and reliable information for operational, monitoring, and reporting purposes.
3. Champion and support the implementation of IOM corporate applications and backup and recovery plans for in country missions’ such as Migrant Management Operational Systems Application (MiMOSA), PRISM, Online PR, Data bases, Email data, etc.
4. Manage and maintain network WAN and LAN infrastructure, desktops, and associated equipment in the IOM El Salvador Country Offices and provide technical advice to maintain compliance with IOM standards.
5. Closely coordinate with the SRMO in El Salvador Country Office on the budget planning processes for project and mission budgets including IT staffing, infrastructure, replacement, upgrade, and maintenance needs.
6. Train and supervise national IT staff in IOM El Salvador.
7. Monitor, propose and implement all necessary modifications in compliance of the information management systems and infrastructure as per IOM IT policies, standards, and best practice for high performance, reliability, and information security.
8. Coordinate and liaise with Procurement & Logistics units and all local partners, UN ICTworking groups, suppliers, and providers to ensure proper technical specification for the purchase of IT related equipment and propose most suitable solutions including innovation, and recommendations for improvement.
9. Plan and supervise the installation, operation, and administration of security for the various systems and network components including virus protection and Internet security. Make sure to use innovative approaches to ensure users are educated about phishing, password cracking, and malware.
10. Organize and administer user support services for all staff in El Salvador Country Office.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science, Information Systems, Mathematics, Statistics, Electrical Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.
• A Microsoft Certification or a certification in the above disciplines will be a distinct advantage.

Experience

• Progressive experience in planning, designing, development, implementation, and maintenance of computer information systems;
• Knowledge and experience of Software & Systems Development Life Cycle in managing applications development and/or support teams;
• Proven experience in configuring and working with Microsoft Internet Information Server (IIS)and SQL Server 2008 and Visual Studio 2010, required.

Skills

• Extensive knowledge of Windows Active Directory and Messaging Systems. Cisco devices, VPN, VoIP, MS Office, Antivirus Software, and utilities; holder of CCNA and/or Knowledge of IT Service Management frameworks such as ITIL, and COBIT;
• Proven resource management skills including prioritization and strategic and creative thinking;• Demonstrated leadership and supervisory capabilities in partnership building and consensual decision-making across-divisional teams and working under critical and stressful situations;
• In-depth knowledge of the latest technological developments in information technology and information systems;
• Ability to translate planning-specifications into technical briefs for data capture and analysis and vice versa.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
